Due to the rapid growth of China's economy and the accelerating urbanization process,population living areas are becoming more concentrated,and the concept of suburbs is completely different from a decade ago.The expansion of the urban area has turned the geographical area of the open suburb into a living area where a large number of people live.At the same time,the oil refining enterprises originally located in these suburbs have been "encircled",forming a special phenomenon,urban refinery.As a petrochemical enterprise,urban refineries inevitably have high-risk characteristics,which pose great threats and safety hazards to surrounding residents and the environment.The evaluation method and promotion strategy of researching safety management level can effectively alleviate and solve this problem,eliminate the dilemma that enterprises are currently facing,and help enterprises to achieve the goal of harmonious coexistence with surrounding communities and environment without relocating the original site.This paper starts with the characteristic risks of urban refineries,analyzes the unique risk factors and possible impacts of urban refineries,and introduces two quality management tools:Responsible Care System and High Performance Management Model.Then compare and analyze several safety management level assessment tools commonly used at home and abroad,complete the sea selection of indicators,and establish 13 first-level indicators and 57second-level indicators according to the principles and methods of index construction.Based on constructing the evaluation index system of urban refinery safety management level,this paper adopts the combination of expert opinion method and analytic hierarchy process.According to the importance degree of the index and the mutual combination of each system,the first level index and the second level index are sequentially given weights in turn.According to the calculation results of the indicator weighting and the preliminary evaluation rules and implementation guidelines,a typical urban refinery in China is selected for case analysis.The evaluation results verify the availability of the indicator system to some extent and appear in the evaluation process.The weak point raises the corresponding security promotion strategy.
