During long-term of agriculture development process in Xinjiang, because of the typical environment and weather,scarce water resources and extensive cultivation way of agriculture produce, the negative effect is appeared in most of irrigation area. For developing water-saving agriculture, to ensure water- saving agriculture can sustainable developing. it is needed urgently to evaluate comprehensive benefits of water-saving irrigation engineering and demonstration area externally in Xinjiang, So far, there is not perfectly comprehensive benefits evaluation system of water-saving agriculture aiming at northern drought agriculture characteristics. Trying to solve this problem, guided by the principle of region wide sustainable development, partly based on the research assignment for The Nation 863 Plan"gathers and demonstration of water-saving agriculture comprehensive techniques in northern arid inland river irrigation region"project, based on characteristics of arid inland river irrigation region in Xinjiang , using method of monitoring,experimentation,investigation statistical analysis and AHP to research evaluation of comprehensive benefits system in arid inland river irrigation region in Xinjiang .The results of the research are as follows:(1) Water and salt dynamic comprehensive monitoring network system of arid inland river irrigation region with strongly control ability is established. Based on regular monitoring to get dependable data of water and salt dynamic change in the irrigation area, master movement law of water and salt in soil, to evaluate development status of water-saving agriculture of the irrigation area. It provides a consult example for arid inland river irrigation region in Xinjiang to establish district development comprehensive monitoring network system.(2) availability and nicety of salinity speediness test technique of big area soil surface layer base on"EM-38 earth conduction meter with GPS"is certificated. Using"EM-38 earth conduction meter with GPS"fixed position and countercheck salinity change of soil surface layer(0-80cm) in irrigation area, analyzing result show that test data veracity is good, the test data can satisfy the analysis valuation request.(3) establish monitoring network system of the irrigation area has basic constituted sustainable developing environment early-warning system of water- saving agriculture with northern arid inland river characteristics. the system monitoring content include surface water, groundwater and salinity, soil water and salinity, field drainage and so on, it can monitor and control water and salinity dynamic variety in irrigation region from macro and micro view two levels, analysis result can show variety regulation of water and soil environment completely.(4) test method and calculation model of field moisture redistribution in shallow water table is given. Based on soil water dynamics theories, using negative pressure meter monitor andcontrol soil water movement state, neutron moisture meter monitor soil moisture variety, and reference zero flux zone to found field moisture redistribution calculation model, the model can calculate soil storage volume, seepage water and supplement from groundwater after irrigation.(5) new thought of flood attack plain downstream district desalting in arid inland river area is given. in shallow water table area, groundwater is strong mineralized salt water which can not be used, depend on effective irrigation way to control groundwater level in safety depth(the 3 ms is or so), the salinity in soil cultivation layer is desalted 2m below ground level, this way can reduce fresh water which use desalting, it can reduce evaporation of dive, prevent soil salinization, not threatens the irrigation area and its periphery...
