How Is Global Green Governance Possible?

Ecological security is a global public product, whose maintenance is a theoretical and practical issue that is very complicated and comprehensive. This thesis starts from the original point of survival, searching the way of ecological security in finding out how global green governance is possible.This thesis reviews the process of Securitization of ecological issues in reference to political and scientific agenda. Dealing with the definition, characters, nature and methodology of ecological security, it points out that ecological security is a matter of survival security and global security, and that its maintenance has to be the global green governance which involve multiple actors at all levels. But in reality, we are confronted with the worsening of ecological crisis and the inefficient performance of green governance. The reason is that the advancement of global green governance has undermined the two foundations of politics in reality, i.e., state-centrism and anthropocentrism, and thus resulted in four paradoxes in the safeguarding of ecological security: security and development, rights and responsibilities, sovereignty and global rights, and man's ultimate civilization and stepwise blindness. It shows that we are still in lack of clear basic ecological security values and of institutional arrangement based thereby. Thus, this thesis puts forwards the concepts of green thought and green justice so as to seek the legitimacy of global green governance. Green thought, namely the values of global ecology, has gone beyond the previous limitation of survival communities characterized with state-centrism and anthropocentrism, representing the conception of survival in "species ethics" and "global security communities". Accordingly, it expects, through the Equality principle and Difference principle of green justice, to establish the order principle and ethics of law in an ecological civilization, and to constitute effective institutional codes and systems. In addition, it takes nation-state and non-state actors as examples to discuss the ideal solution for green governance: domestically, a state should be based on ecology and committed to carrying out green politics, green economy, green life and green education; and internationally, the reform and improvement of environmental institutions should be sped up, the important role of inter-governmental international organizations from above to below at all levels should be stressed, and international non-governmental environmental organizations from below to above should be encouraged and propelled to enhance their participation in global green governance. Accordingly, it looks forwards to a global ecological system in this planet and the harmonious development and mutually independent co-existence of human society in the sense of space (global, international, regional, national and individual), time (between human generations) and species (between human species and non-human species), calling for and expecting the arrival of an ecological civilization and a global security community.
