| In the long-term process of industrialization,mankind has created enormous material wealth through drastic changes in production methods,accelerating natural resource consumption and ecological environment damage.The increasingly severe ecological crisis has pushed human society into an uncertain future.Green development conforms to the inherent requirement of harmonious coexistence between man and nature.It aims to achieve maximum economic and social benefits at the minimum cost of resources and environment.Green development is a new development path with high-quality and sustainable development as its inherent requirement.As socialism with Chinese characteristics has entered a new era,China has adhered to the new development concept.The quality and efficiency of green development have been comprehensively improved,and the people’s sense of gain,happiness and security have been continuously enhanced.The construction of Beautiful China has revealed the heavy value connotation of ecological justice.The Report to the 20 th National Congress of the CPC made "promoting harmonious coexistence between man and nature" an important part of the essential requirements of Chinese modernization.It made a major strategic arrangements for promoting green development and promoting harmonious coexistence between man and nature.It pointed out the way forward and provided the fundamental guidelines for building a beautiful China.As we move towards a new journey of comprehensively building a modern socialist country,the people have not only raised their demands for material and cultural life,but also increasingly demanded democracy,rule of law,fairness,justice,security and the environment.In this context,how to better safeguard ecological justice,effectively protect the legitimate rights and interests of various stakeholders in ecological environment,and coordinate and handle the contradictions and appeals in the field of ecological civilization construction in the green development has become the internal requirements for China to take the Chinese-style modernization road.Guided by dialectical materialism and historical materialism,this thesis makes comprehensive use of literature research method,contradiction analysis method and system analysis method,and based on problem-oriented logic chain,reveals the main contradictions and influencing factors restricting the realization of ecological justice in the green development in the new era,and puts forward countermeasures to solve the contradictions and problems.In addition to the introduction,the main contents of this thesis are as follows:First,the theoretical analysis of green development and ecological justice is made.The first is to define the concept and connotation of green development and ecological justice.Green development is understood from four dimensions,namely connotation analysis,system characteristics,era implication and ethical implication,and the essence of ecological justice is explained from four aspects,namely basic connotation,basic type,expression form and concept discrimination.Based on this,further analysis of the internal relationship between the two,to form the basic understanding of the research topic of this thesis.The second is to explain the theoretical basis and ideological resources of ecological justice.The Marxist ecological justice thought,the rich ecological wisdom in the excellent traditional Chinese culture,the foreign ecological Marxist justice thought and other excellent ideological and cultural achievements of mankind provide important theoretical basis and ideological source for the promotion and realization of ecological justice in China in the new era.Secondly,this article analyzes the main contradiction restricting the realization of ecological justice in the new era green development,and expounds the predicament of ecological justice,clarifies the ontological basis of ecological justice and the main factors influencing the achievement of goal of fully realizing ecological justice in the new era green development.This part firstly expounds the ecological injustice in the practice of green development in the new era from the aspects of urban and rural,regional(watershed)and group.The specific analysis path focuses on the contradictions and problems caused by the imbalance of responsibility and rights between the ecologically strong and vulnerable groups in the process of urban-rural integration,the unbalanced regional development,the resource allocation and utilization,the protection of rights and interests,and the risk bearing of governance responsibilities.At the same time,it discusses the realistic challenges from the aspects of economic and social structure adjustment and green development paradigm transformation,the contradiction between economic development and ecological governance in urgent need of coordination,and the deep integration of cultural cultivation and institutional innovation.The causes are analyzed from the aspects of deviation of ecological value orientation,block of urban-rural dual structure,imbalance of government ecological governance,insufficient institutional supply and erosion of western ecological hegemonism.Finally,on the basis of explaining the essence of the contradiction and probing into the crux of the problem,the author puts forward the overall conception and implementation path.First,it expounds the general conception of maintaining and safeguarding ecological justice from three aspects: concept,principle adherence and strategic design.The concept mainly includes three aspects: people’s supremacy,socialist fairness and justice,joint construction and sharing.Principle adherence mainly focuses on four pairs of relation categories: theory and practice,history and reality,individual and society,nation and world.Strategic design includes five aspects: the fundamental purpose of satisfying people’s needs for a better life,the content design compatible with rights,opportunities and rules,the mode transformation from empirical thinking to scientific thinking,the key support of institutional innovation and system construction,and a governance pattern of diversified co-governance and synergistic efficiency enhancement.Second,from four aspects such as the development of inclusive ecological economy,consolidating the material foundation of ecological justice,sharing the results of green development,deepening the mass foundation of ecological justice,advancing the construction of green system to establish the institutional foundation of ecological justice,perfecting the multi-dimensional factors and perfecting the guarantee mechanism of ecological justice,this thesis expounds the specific path of realizing ecological justice in the green development.The main conclusions of this thesis are as follows: First,green development and ecological justice are dialectical unity of mutual promotion.Green development provides field and conditions for realizing ecological justice,and ecological justice provides ethical rules and value guidance for green development.Second,in the new era of green development,the main contradiction restricting the realization of ecological justice is presented in three aspects: urban-rural integration,unbalanced regional development and ecological weak groups.At the same time,we should deal with the practical challenges from economic and social structure adjustment and green development paradigm transformation.Only by actively resolving the dilemma of ecological justice in the aspects of allocation and utilization of ecological resources,protection and enjoyment of ecological rights and interests,as well as the responsibility and risk of ecological governance,can we effectively meet the needs of people for a better ecology and justice.Third,important concepts such as people’s supremacy and important principles such as dialectical unity between theory and practice have made value provisions and guidance for achieving the goal of fully realizing ecological justice in the new era of green development.At the same time,starting from the material base,mass base and institutional mechanism guarantee,we can further clarify the implementation path that will help solve the contradiction problems of ecological justice and the dilemma,and provide a focus for achieving the goal of fully realizing ecological justice in the new era of green development. |
