NIMBY Of Wast Treatment Plant And Its Solution Mechanism Of Social Conflict

With the rapid development of urbanization, expansion of urban scale and improvement of life level of the citizen, the production amount of municipal solid waste increases obviously, all kinds of treatment infrastructures are urgently needed to dispose the waste scientifically. However, from practical experience of foreign country the self-contradiction attitude of public agree with the construction of waste treatment plant has gradually shown, that is they approve the target of constuct waste treatment plants in principle, but the site of the plant couldn't be near to"my back yard". So it is unavoidable for the public's resistance to the site chosing and plant operation of waste treatment plant. The social conflict and the NIMBY (not-in-my-backyard) become more and more obviously. It has become the obstacle of the development of waste treatment and a big potential risk of social stability.For a long time, researches were focused on the theory of waste treatment, technology and facilities, in the construction of the manage system of urban domestic waste in China, However, researches on the site selection and related social problems of the waste treatment facilities, especially those of the urban domestic waste, were deficient. Furthermore, it was also absence of theoritical system and related solution countermeasures. Thus, it is with theorytical and practical importance to carry out NIMBY and related social conflict reserach of waste treatment plant through multidisciplinary method, and make deep exploration of site-chosing of waste treatment plant and NIMBY and related coordination mechanism in operation management of waste treatment plant, to provide theoritical and methodological support for social conflict induced by NIMBY of basic environment facilities.With both natural and social characters for the NIMBY and social conflict of waste treatment plant, environment science theory combined with social conflict theory were employed in this paper. 10 typical waste treatment plants in Chongqing were selected for questionnaire investigation. Based on the investigation and data analysis, NIMBY and related environment impact factors of social conflict were quantitatively analyzed. Game theory, social conflict theory, stakeholder theory and risk assessment theory were also utilized to discuss the prolbem in this paper.The main conclusions are as follow:â‘ Through stratified sampling method and structured interviewing, 10 waste treatment plants and the farmers who live around the plants were investigated. Quantitive model for NIMBY of waste treatment plant was firstly put forward. Weight of NIMBY was determined and NIMBY of waste treatment plant was calculated. Furthormore, differet impant for NIMBY of different impact factors was discussed. It provids reference for policy design of site-chosing and related social conflicts of operation management of waste treatment plant.Through making index of nimby major nimby factors were analyzed and the degree of nimby of the waste treatment plants were compared. The result shows the main factors influencing public's support attitude to the waste treatment include degress of satisfiction of compensation, public's responsibility of waste treatment and degree of satisfiction of transaction method from government.â‘¡With the game theory, based on Hotelling liner city model, Bertrand model was employed to analyze the conflict and compromise of the profits of government, villagers living around the treatment plant and waste treatment plant. Coordination of intrestes for multiple groups were analyzed throuth utility function. The results show that it should try to resolve problems harmoniously from the view of reasonablly definition of each party's profit and establishment of harmonious relationship in order to solve site-chosing prolbem of waste treatment plant and prevent the occurrence of social conflict affairs.â‘¢Through the analysis of environmental factors during the operation of waste treatment plant, this article indicated the main risk factors of environment pollution of sanitary landfill are odor and flies and that of waste incineration plant are fume blacken, dust and PCDD/Fs. It provide scientifical basis for the prevention of second-pollution of waste treatment plant.â‘£The study shows the essence of the NIMBY is a question about human equity. When the resolving system for social conflict raised by waste treatment plant is to be designed, more attention should be payed to considering human equity. The NIMBY and relative social conflict can be settled thoroughly.Consequently, human equity principle is the base to settle the NIMBY and socila conflict raised in the site-chosing and operation of waste treatment plant. Contradiction should be resolved and the profit of each party from the aspects of site-chosing should be balanced and technical standard and operational management regulations should be established in order to reduce NIMBY and avoid the occurrence of socila conflict.
