Research On NIMBY Conflict Governance From The Perspective Of Deliberative Democracy

With the continuous development of domestic economy and society and the further acceleration of urbanization process,"garbage surrounding cities" has become a topic that most cities must respond to at present.At present,among the various methods of domestic treatment of urban waste,the construction of garbage incineration power plants with large-scale treatment capacity is undoubtedly the most economic cycle and sustainable.However,the national awareness of environmental protection has gradually awakened,and its interest appeals and willingness expressions have shown diversity."Neighborhood conflict" incidents frequently occur during the construction of waste incineration plants and power plants,which has seriously hindered the sustainable development of cities.Therefore,it is of practical and theoretical significance to analyze the strategies for resolving the conflict events by taking the "conflict in the neighborhood" incident generated by the construction of the waste incineration power generation project in G City as a case.By consulting and collecting domestic policy documents and working materials,screening and analyzing relevant domestic and foreign documents,this paper uses the perspective of consultative democracy to analyze the causes of the conflict between the government,enterprises and the public through three stakeholders,and uses the method of literature,case study,interview,etc.to analyze and discuss the governance of the conflict from the perspective of consultative democracy,Through the study of the performance of G city in the governance of the conflict between neighbors in the construction of the waste incineration power generation project,it is believed that the government should improve the system design,build a multi-stakeholder interest consultation mechanism,innovate the response methods,strengthen the awareness of consultation democracy,build a consultation platform,and broaden the communication channels;Enterprises should improve their technical level,enhance the confidence of negotiation,take the initiative to accept supervision,enhance their awareness of negotiation,strengthen corporate ethics,and create a corporate negotiation culture;The public should make efforts to improve the negotiation ability in the neighborhood conflict,rationally negotiate to obtain benefits compensation,and accept the correct information guidance.The parties to the conflict can avoid and manage the neighborhood conflict through negotiation democracy,so that the frequent neighborhood conflict events can find the theoretical strength and reference point,which is of great practical significance to solve the neighborhood conflict events.
