It is a base way for over planning the development of both town and countryside, shortening the urban-rural gap and changing the urban-rural dual structure to get rid off development dilemma.Based on history research, by analyzing the eco-construction planning for the Ganyu prefecture, a preliminary theory system for eco-construction planning at a prefecture scale was proposed, such as the modified ecological footprint model, construction index and evaluation as well as an model for an eco-prefecture construction.Main principal method and environmental unfair index was used to analyze the comprehensive developing ability, pointing out that it is an necessary choose for the undeveloped Jiangsu by constructing ecological civilization as well as an new type of industrialization way with an core of eco-economics for social development. The eco-construction principal and method was discussed.The Ganyu prefecture was used as a unit to analyze its sustainable situation for complex eco-system by both data collecting and field investigation. By constructing a hierarchical comprehensive model, the eco-construction within the years from 2000-2006 in the Ganyu prefecture was evaluated with correlation analysis method and index comprehensive weighted method. Then, according to the evaluation result, the index, aim and strategy for eco-construction of Ganyu prefecture was determined. Finally, measurements for resolving eco-environment problems which limited region economics development were proposed. The key points, measures as well as construction models for eco-construction planning in the undeveloped region in the Jiangsu province was discussed.
