The city of erdos is important energy sources and heavy chemical base of operations in China. As the development of national western part and the accelerate proceeding of national power source depot transferred to western part strategy, the Government of Erdos grasps and takes advantage of this chance element, depending on the dominance of natural resources, and develops coal chemical, natural gas chemical and coal-power industry and so on, but water resources shortage has to become the chiefly restrict factor of stably economic growth. In this paper, to progress qualitative analysis and quantitative study in the aspects of water resources exploitation and utilization status and bearing capacity of Erdos basede on above problem, and propose the existing questiones in water resources exploitation and utilization, the comprehensive technical measures of water saving and water-saving index evaluation system,etc; moreover,to carry out water requirement forecast research on such foundation, which are provide scientific and technological support for water-saving society comprehensive constructed by our national energy sources and heavy chemical base. Gained principal achievements as following:1.The comprehensive evaluation model of water-saving bearing capacity was established by means of grey correlation analysis. In summary, the water-saving exploitation of Erdos was occupy developmental stage, and has certain patterns and potentiality; however, the bearing capacity of local area has already approached to saturation.2.To appraise the water saving irrigation project of Erdos areas adopting fuzzy comprehensive evaluation model, according to the principle that relative optimal membership degree is the same excellent as scheme,and summarize the order of water-saving irrigation engineering in Erdos areas, which is Spool Sprinkler Irrigation, large-sprinkling machine, portable spray irrigation and Low Pressure Pipeline Irrigation.3.The optimize mould of agricultural and husbandry industrial structure was founded applying multi-objective genetic algorithm, and, at the same time, get that total planting area of crops was increase 10.66×10~4hm~2, the planting areas of wheat, maize and yam category were descend 48.3 thousand hm2, the planting area of economic crops was raise 86.4×10~4hm~2, the planting area of forage grass and feed crops was add 68.5×10~4hm~2, the grain and industrial and forage crops ratio was regulated from 50.0:11.7:38.3 to 29.1:26.9:44.0 and agricultural and husbandry and planting industrial structure were inclined to rationalization.4.To set up industrial water-saving evaluation model by using mattere lement analysis analytical method,the results that the comprehensive water sving level of Etuoke town was poor,the level of Hangjinqi was general, the level of Dalate county was good, and the level of other town (areas) was better.5.The wavelet analysis theory was applied to water requirement forecast, and un-steady water requirement array was decomposed to low frequency approximation signal and high frequency detail signal via wavelet transform. Moreover, the grey prediction model and ARMA model were adopted respectively to progress prediction, and the results of water requirement forecast were obtained at last. The prediction accuracy of theses models was higher, which supplied a new method with water requirement prediction.6.The quota method and increase proportion method that are feasible to predict industrial water requirement of Erdos are used, and achievements are to have certain reference value to the comprehensive planning of water reso- urces and the establishment of long-term water supply planning in the city of Erdos.
