As the developm ent of the econom ic and population in m odern society, water resource has become a crucial factor to su stainable development. When international wide envir onmental p olicy-makers f ind out the def iciency of tra ditional wa ter resource management, a new concept calle d Integrated Water Resource Management (IWRM) is brought in and practiced in so me areas. IWRM is a process, which promotes the coordinated development and management of water , land and related resources, in order to m aximize the resu ltant econom ic and social welfare in an equitable manner witho ut compromising the sustainability of vital eco systems. This research focus on two point of I WRM, first com bine groundwater resource preservation and su rface water p reservation in on e consideration , second p ut stakeholders into an important role in water resource preservation and utilization.Aquifer-stream interaction is always been the critical question that hydrologists are interested in. Although, the sim ulation of the interaction has significant improvement to environment planning and management, the often-used methods have some deficiencies in lar ge-scale p roblems. T o overcom e these obstacles and to simplify the calculation pro cess, the equivalent hydrau lic conductivity (EHC) is introduced. With Manning Equation the EHC of a river is gotten and applied to transform the stream as an aquifer into interaction simulation.Under large scale, a groundwater resour ce management method is established under stream-aquifer interaction to improve water resource preservation with Kriging analysis. In Kriging, two presumptions we re set to estim ate streambed aquifer hydraulic conductivity. First, on horizontal direction, the variogram is related to river length rather than distance; second, hydraulic conductivity is not related on vertical direction. After sim ulation,the policy-m akers could adjust the water resource management strategy.Last but not least, an im plement to Environmental Kuznets Curve theory is completed, to answer why stakeholders ar e s o im portant to IW RM. To solve the stakeholders'm ost cared issue, the conf licts between environm ental m anagement equality and ef ficiency, Environmental Gini Coef ficient is brought into wastewater discharge permit allocation. Moreover , to qua ntify the inequality in allocation and provide critical inform ation to policy-makers, concentration index is in troduced in EGC. Meanwhile, EGC is modified to make an easy calculation.
