Water is the main natural resource that plays a very important role in human life and society economic growth. With the population increase and the rapid development of economics, the crisis of water resource shortage and contamination is becoming the global problem. It is the main restrict of ecological environment improvement and economy and society's continuous and rapid development.This thesis studies Qiantang River basin's water environment. It's very important for us to plan Qiantang River basin's estate, make the Zhejiang Province economy environment coordinated growth. We can make use of water in a sustainable way, boost industry development and realize Zhejiang Province rationally.The contents and conclusion of this thesis are as follows.(1)This thesis analyses the data of hydrology and water quality and the distribution of the water environmental capacities. The waster water of Qiantang River basin Qu Zhou area's city has reached the water environmental capacities except Changshan and Jiangshan town.(2) This thesis analyses the interrelationship between water environment and local economic growth, studies the affections of the industrial set-ups in the various stages to the water environment and affections of the water environment quality to the local economies. According to the planning of the Qu Zhou's social development, the basin's pollution amounts varies with the economic growth is forcasted.(3) The thesis studies the interrelationship of wastewater quantity and economy development according to the Environmental Kuznets Curve (EKC). The thesis analyses Qu Zhou's water quality based on time series and cross-sectional dataset and the interrelationship between the water environment and the economic growth.(4) This thesis studies the environment-economy harmonious development of Quzhou area. The basin's pollution amounts and cut amounts is planed through control of pollutant total quantity theory. Through this manner make Quzhou's economic growth in a sustainable manner. The total amount optimization of the area affected by the Juhua is planed through the conclusion and the control of pollutant total quantity theory,. At the same time this thesis planed the basin's pollutionamounts and cut amounts through control of pollutant total quantity theory. The scheme has provided the science basis for the government in new industrial structure and adjusting and optimizing population scale under now water environmentalcapacities.
