Research The Structure Transition Security System Of Small Towns In The Developedarea

At present, China is going through a period that urbanization level rapid increase. During 30 years of reform and opening-up, with deepen the reform of the political system and the economic system, small towns economic strength has increased greatly in China. Otherwise, with the economic development, small towns have led to many new problems. Especially, small towns in developed area, constructs on a large scale, develops rapidly and economic growth extraordinarily. They are undergoing profound social change and new problems emerging, full of contradictions. Small towns urgently need their governments to take concrete measures and carry out a comprehensive control. The paper starts with the evolution of small towns'form, researches the economic structure, social structure, urban construction and ecological balance of the small towns in the developed area. It brings up the development direction that achieves social harmony and pursuits of the best overall performance. The paper consists with three parts:The first part is the basic research including the chapter one, two, three, four and five. In the chapter one, it explains the background, significance and content of the research, overviews the studies of small towns about the Pearl River Delta, Yangtze River Delta, Beijing-Tianjin-Tangshan region, south and middle of Liaoning province and the related theoretical research and examples overseas, determines the research methods and frameworks. In the chapter two,it recalls the development of small towns and the development of China's urbanization process, expounds that small towns play an important role in the urbanization, analyzes the characteristics and development problems of small towns, analyzes the status quo, characteristics, contradictions and challenges of the small towns'structure transformation. In the chapter three, through the evolution of industrial structure, industrial policy choices and government regulation transformation of XiaoLan town in ZhongShan city, analyzes feasibility and necessity of small towns industrial structure transformation. In the chapter four, it examples the stages that small towns spatial structure transition need to experience, puts forward the idea of space structures sustainable development. In the chapter five, it expounds the essentiality and urgency of administrative Structure transition in small towns.The second part is about ensurence system (the 6th Chapter). Through summarizing the experience of the administrative structure transition, applying deductive method and reductive method, it put forward that the components of ensurence system of administrative structure transition in small towns as follows:Establishing the service-oriented government constitutes the administrative ensurence.
