Green residence which is more energy efficient, more environments protective and more comfortable than traditional buildings is the best practice of the idea of sustainable development. Although it is very important to saving the resource and protecting the environment, green residence was not popular in China. To research the incentive mechanism of green residence has been a key problem in the work of green residence popularizing. Correspondingly this research starts with analysising the driving factors of green residence and then focuses on the incentive mechanism and policies based on the theories of structure model, mechanism design, gaming theory and system dynamics. The main contents are as follows:Firstly, the whole building process of residence is analysis furtherly from the view of system theory, and the system is devided into three subsystems which are decision, design and construction. The driving factors of each subsystems and the relationship between these subsystems are discussed systematically. The causality model of driving factors of green residence is established further.Secondly, the causality model of driving green residence is established based on the driving factors analysis and the structure model is employed to prove the theory model of driving factors. The data which concerns related information about residence construction in eight cities is gathered by survey. The structure model analysis tool LISREL is utilized and the experiment shows that the actual data fits the causality model very well. The driving path of green residence is achieved at the same time.Thirdly, the incentive mechanisms are designed aimed at the key factors in causality model according to the mechanism design theory and the principle of incentive compatibility. A population dynamics evolutionary game is presented to encourage the purchase of green residence and the optimal incentive intensity is educed further. The analysis result indicates that lowering the prices can cut the incentive cost of government effectively. On the other hand, the evolutionary game is advanced by system dynamics simulation, which inspires the developer's decision of house green developing. Experiments show that distinguishing incentive bonus will motivate the green developing enthusiasm greatly. In other words, higher standard the residence built receives higher incentive bonus. Finally, command-control policies are argued towards the promotion of green residence, which aim at the regulating on the stages of design and construction. The tradeablepermits mechanism is introduced which permit the developer trade the authenticated energy saving amount in certificate market. The combination of command policy and incentive mechanism not only controls the quality of blueprint design but also motivates the designer to pursuit higher energy saving standard. Moreover the green construction regulation policies are advanced, which designed according to the idea of housing industrialization. The constraint policies of constructing technology standard and minimum industrialization ratio are designed. The policies of environmental regulation and quality control on producted building components are also presented.
