Research On The Incentive Mechanism Of Green Retrofitting PPP Projects Of Existing Buildings With Public Participation

Under the goal of “double carbon”,green renovation is one of the main measures to deal with the problem of high energy consumption of existing buildings in the construction field.In order to ensure the sustainable development of green renovation of existing buildings,it is inevitable to adopt the PPP model to carry out green renovation of existing buildings by taking advantage of social capital,and there is a mutually constrained interest relationship among stakeholders such as the government,social capital and the public under the PPP model.Due to the problem of information asymmetry between the government and social capital,there are moral risks and opportunistic tendencies when social capital pursues its own interests.In addition,the lack of effective incentives and supervision will lead to insufficient motivation for social capital to improve construction and operation efficiency and provide high-quality services,which greatly damages public interests.The public has the right to know,supervise and participate in the green renovation PPP projects of existing buildings.With the increasing awareness of public rights and autonomy,the public,as a participating subject,can intuitively feel the products and services provided by the project during the construction process and rationally express their interest demands.The micro-driven behavior of public participation,i.e.public concern and public reporting,can monitor the government and social capital and promote the process of green renovation of existing buildings.Therefore,under public participation,how to further circumvent the opportunistic behavior of social capital in the green retrofitting process through an effective incentive mechanism is now a problem that needs to be solved.The main research work of this thesis is as follows:Firstly,based on the stakeholder theory,the stakeholders in the green renovation of existing buildings are identified,and it is concluded that the main interest subjects are government,social capital and the public.On this basis,the needs and strategy choices of the main interest subjects in the process of green renovation of existing buildings under PPP mode are clarified.Further,the “interest-influence” matrix of stakeholders is established by analyzing the conflict relationship among stakeholders.Based on the analysis of the stakeholders,we explore the mechanism of interest driving for green renovation of existing buildings,identify the existing driving factors of green renovation,explain the internal and external driving mechanisms of green renovation,and construct a framework of interest driving mechanism for green renovation of existing buildings.Secondly,on the basis of the multi-body interest-driven mechanism of green retrofitting of existing buildings,we introduce the public participation mechanism,construct a three-party evolutionary game model of government,social capital and the public,and analyze the influence of different incentive strengths of government rewards and punishments on the behavioral strategies of each interest body under public participation.On this basis,we innovatively consider the impact of public attention and public reporting on green renovation from the microscopic perspective of public participation.By solving the evolutionary game model of the green renovation PPP project of existing buildings under public participation,we obtain the evolutionary and stable strategies of the government,social capital and the public under different situations,and effectively portray the dynamic game process of the three stakeholders in the green renovation PPP project of existing buildings under public participation,and further explore the simulation analysis under different parameters to verify the scientificity and rationality of the model.Finally,the incentive mechanism of the green renovation PPP project of existing buildings is designed from the perspective of public participation.This thesis constructs a framework of incentive mechanism for green retrofitting PPP projects of existing buildings under public participation,and designs incentive mechanism for green retrofitting of existing buildings,penalty mechanism for green retrofitting of existing buildings,public participation mechanism,and information communication mechanism under this framework.In summary,the introduction of public participation is crucial to the design of incentive mechanisms for green retrofitting PPP projects in existing buildings.Heterogeneous public participation behavior has an important influence on the evolutionary game situation of interest subjects in the project operation process,i.e.,the higher the probability of public attention and public reporting,the more it can play an incentive role for social capital;with the increase of the implementation intensity of special funds for green renovation technology upgrading and tax penalties,the evolutionary speed of social capital choosing green renovation is accelerated,i.e.,effective incentive and supervision will enhance social capital construction and operation efficiency as well as the motivation of high-quality services.The research results provide theoretical support and practical guidance for reasonably setting the incentive mechanism of green retrofitting PPP projects of existing buildings under public participation.
