Research On The Restricting Factors And Incentive Mechanism Of Green Construction Development

With the rapid development of the construction industry,large resource consumption and serious environmental problems caused by construction have become increasingly intense.In order to maximize resource conservation and reduce the negative impact of construction on the environment,the concept of green construction came into being.Due to many constraints,the development of green construction is still incomplete.Research on the constraints and incentive mechanisms of green construction development can play a important role in promoting the development of green construction.This article starts with the characteristics and development status of green construction and conducts the following researches:(1)Analyze the economic characteristics of green construction through perspective of principle-agent theory,and point out the two-tier principal-agent relationship existing between the government,the owner and the construction organization.By analyzing the externalities of green construction,it is pointed out that the further development of green construction requires the government's guidelines for regulation and control.By analyzing the quantity distribution of the national green construction demonstration projects in the construction industry and the requirements for green construction in the evaluation methods for major awards in the construction industry,the problems such as unbalanced development and so on in the development of green construction are summarized.(2)By reviewing the literature analysis,the influencing factors of the development of green construction are summarized.By expert interviews,35 constraints appeared after deleted,merged,and optimized.A questionnaire was developed.Principal component analysis was performed on the data using SPSS software.The analysis found that the defective incentive mechanism has the greatest impact on the constraints of the development of green construction.(3)Construct a game model between the government and the construction organization,and analyze the game's stable equilibrium strategy for both parties in different situations.It is found that when the strength of the incentives given by the government is greater than or equal to m~*,the construction organization can actively implement green construction on the basis of obtaining benefits.Based on the analysis of the economic characteristics of green construction,the green construction incentive mechanism is designed and proper incentive measures are proposed.(4)The two-stage incentive target for the green construction incentive mechanism is proposed,and it is pointed out that the current incentive objective is to realize the primary cycle of the construction organization itself,and it can be determined that the construction organization is the main incentive object for the green construction incentive mechanism.(5)Through the study of the operation process of the green construction incentive mechanism,it was found that the implementation status of green construction is an important measurement for evaluating the effect of incentive measures,and it is also an important step in the process of the green construction incentive mechanism,and a green construction implementation status evaluation model is constructed.An engineering case was conducted to verify the practicability of the model.
