The Research Of Planning Mechanism In Urban Fringe Area During Transitional Periods In China

In transitional periods, especially the background of rapid urban expansion, the urban fringe areas are the outward expansion of the city's only space vector. Meantime these areas are the outward diffusion of urban and rural cluster development of mutual infiltration and mutual influence of mixing area. But the rapid spread and development of disorder in the urban fringe space caused a series of problems concerning the population, economy, social, and ecological environment. All resources and interests face with a re-allocation and reconstruction. In particular, the subject consciousness of property rights have been gradually strengthened in the rural areas, it will have a great impact on the implementation of the plan and the development of our urbanization process. So these results indicate that scientific and rational challenge is about the traditional planning mechanism with the mainly of urban development.In the urban-rural overall planning and integration development goals, especially the 17 plenary session of the CPC Central Committee put forward the reform of the system of collective land circulation background. Based on the historical comparison of the spatial structure of domestic and foreign stage and the evolution characteristics form of the urban fringe area, the paper refines the connotation and development law on the theory and practice of two levels, about the planning mechanism of the transition period in urban fringe areas. By introducing the advanced theory of institutional economics and public administration, the paper innovatively makes use of the institutional analysis and dissects the function of single center on the current government-led mechanism from the perspective of. It sums up the fringe planning mechanism within four cycle characteristics of the evolution stages. Meanwhile, gradually formulated the cause and disadvantages of the traditional planning mechanism.Citing Wuhan as an example, especially targeted at the series of practical problem arose from the multi-dimensional main body division in the fringe space, the paper not only have in-depth analysis in three aspects of the planning and management of organizational reconstruction, the planning decision - making mechanism perfection, the planning and implementation mechanism innovation, which based on the comparison of "one center"and"multi-centered"theory. But also propose the construction framework and main contents of the multi central balanced mechanism, insufficient to cover the existing planning system, further to improve the effectiveness of urban and rural planning control.
