Governance Of The City Park In The Multi-center Perspective

Urban Park is a kind of public goods to improve people’s quality of life and living environment, an important component in the management of urban public goods, and the best place where common citizens have leisures and keep fitness to make themselves happy and bring themsleves physical and mental pleasure.With the development of city economy, there is growing concern about the "happiness"brought about by the city in which we live. The environment, transportation and other hardware conditions continue to be the standard with which people measure "happiness" of a city. As the largest urban center in the northeast of China, the national industrial city and the historical and cultural city, Shenyang has a population of8.1million. However, people living in this city have nowhere to keep fitness, relax and have leisures. The urban thermal conductivity effect comes along with the lack of green and vitality, decreased air quality and prominent contradictions in the governance of the urban park. This series of issues must be the concern of the Shenyang municipal government.The multi-center theory refers to that multiple independent decision-making center in a competitive relationship could pay attention to each other’s presence,and signed a contract with each other to solve the problem by using the core mechanism or perform cooperative activities This thesis makes a systematic analysis on the exsisted problem and the causes of these problems in Shenyang Urban Park. According to the polycentric governance theory founded by Elinor Ostrom and Vincent Ostrom couple, it puts forward to utilizing and combining the efforts of "the government, the market and society"to find effective ways and means to solve the governance of the urban park.The thesis is divided into three parts. The first part is the introduction. In this part, I introduce the proposal of the problem, the background of the topic, the basis and purpose of the study, research significance and possible innovation;The second part specifically expounds related concepts and theories, including:the definition, attribute and classification of urban parks and public goods; polycentric governance theory of urban parks and its function in this article; The third part finds the current problems in Shenyang Urban Park and the eauses of the problems, and makes targeted countermeasures and suggestions.
