According to the review of the studies on model for water resources optimal allocation, it is known that a compartment modeling approach is used to research the problems at present, in which partial models are combined in loose connection using meta-synthetic methodology in general. With the advances of studies, it has become more important and more necessary to analyse water resources allocation problems with a holistic model. Building a holistic model is a basic object of this dissertation. For the holistic modeling approach, the key issue will be to define the essential relations among all the parts of the water resources system so that the describing mode of compartment model can be replaced. The basic problem of holistic model is the organization of hydrology simulation and the optimization of economy. Of course, the usage process of water in environment and society system should be obtained. The compartment modeling approach is likely more realistic for application, but further research is needed into the development of more appropriate dynamic and interactive connections, through which the multi-objects analysis can be solved based on a meaningful physical system. There are two difficulties in the process of building a holistic model, the one is the lack of a necessary basic theory about such a complex system, the other is how to solving a high dimension nonlinear optimal model. In order to conquer the two difficulties, Complex Adaptive System (CAS) theory is imported as the theory of describing the complex water resources system, and a nesting genetic arithmetic is present for solving the model according to the model structure. In order to build a holistic model for the optimization of water resources allocation, the following work is done in this dissertation after a simple review. At first, a structure analysis of water resourcessystem is done based on the theory of Complex Adaptive System. Then, the framework of the model is set up. After that, the solving method is researched and realized. All the works above are the core of this dissertation. After the complex adaptive analysis of the system, building the framework of the model and the present of the solving method, the model is applied in the yellow river basin. According to the network of yellow river, a holistic model is set up in the basin. Then, a primary research is carried on about west route of the south-to-north water transfer project in order to study the benefit of the project. In addition, an analysis is done to study the dynamic mechanism of water resources allocation based on the model in yellow river.
