In the traditional electric power system operation, little attention has been put on the problem of the compensation of the pumped-storage plant's dynamic benefits. But in the environment of future electric market, it must be solved by reasonable price policy. The key is to change its various dynamic benefits into economic benefits. At present, the attention for the ancillary services pricing in the electric power system brings the opportunity for the solution of the problem. So, under the framework of ancillary services, this dissertation make a study on the pricing of the spinning reserve capacity of pumped -storage plant, which is the most important and take large proportion among all its dynamic benefits, the following is the main content:Firstly, reviews current compensation conditions of the pumped-storage dynamic benefits, analyse the root for it, and brings forward a viewpoint of discussing all the dynamic services under the framework of ancillary services, finally, summarize the related literatures.Secondly, discusses the now existing electric price policy structure and its influence on the pumped-storage plant in our country, and points out that for the aim of fully embodying the characteristic of the pumped-storage plant and solving the problem of changing the dynamic benefits into economic benefits, the unreasonable price structure must be innovated, a primary conceive is presented.Thirdly, based on the theoretical study on the spinning reserve problem both at home and abroad, the definition of the pumped storage spinning reserve was given, at the same time a theoretical study based on the short-term marginal cost was made, which gives a basic cost analysing framework.Fourthly, to begin the calculation of the marginal cost, the problem of the optimal operation must be firstly studied. Because the problem is so difficult that we can begin with the studying without the consideration of the random aspects, which, on the other hand, give some knowledge in the pricing course. Under this consideration, it gives a optimal operation model for the pumped-storage plant considering the spinning reserve function, to solve the model, a GA-BP hybrid algorithm was presented, such algorithm make fully use of the GA's overall optimal searching ability and BP's non-linear mapping and prediction ability.Fifthly, make a study on the pricing of the spinning reserve capacity under the known spinning reserve demand level. First, discuss the economic meaning of the pumped storage economic operation while considering it's spinning reserve function, based on this, a pricing model was made, and used the probabilistic production simulation technique as a tool for the analysis of the cost.Sixthly, study the pricing strategy, analysis the relationship between the economic and the reliability of the system operation, also relationship between the economic and the setting of reserve is discussed, on the other hand ,make a theoretical analysis on the probably reserve assessment technique. On the basis of this, the probabilistic reserve assess technique was introduced in the pricing procedure, to embody a policy strategy of considering reliability and economy, also, a corresponding model and solution technique was presented.
