The frequent personal deliveries generated from the explosive growth of electronic commerce, and the production and distribution practices based on low inventories and timely deliveries, make the quantity of freight transportation increase unceasingly and lead to the volume of freight vehicles moving within city limits growing at a quick speed. This has made a significant contribution to the more seriously traffic problem impacts adversely the quality of life in urban centers, such as congestion, emissions, noise, and so on. It has also prevented from realizing the urban high-speed freight transportation.From the point of alleviating traffic-jams in central zone, the author studies the optimal method of urban freight transportation plan, including the urban goods transfer station s location methods and the optimum loading methods, based on the circumstance and shortage analysis of internal and external freight transportation. And a freight transfer platform on the basis of technology of Intelligent Transportation System is established.The author studies two aspects based on the whole designing of the urban freight transfer platform. One is that all kinds of optimal mathematical models combined with the characters and packaging of goods are established, including the optimal model of loading goods in one vehicle and the optimal model of loading goods in many vehicles. Namely, the optimal model of selecting and loading goods in one vehicle or many vehicles, the optimal model of three-dimensional loading in single layer, the optimal model of three-dimensional loading in some layers in one vehicle, and the optimal model of three-dimensional loading in many vehicles. The corresponding improved algorithms applied to resolving each model are also constructed and then form a series of optimum methods of loading in one vehicle.The other is that the existing model of urban goods transfer-station s location combined with the actual characters of urban goodstransportation is described and different genetic algorithms for non-restraint location problem and restraint location problem are designed.Experimental computation and result analyses indicate that the models and their corresponding algorithms in the article are valid and actable.Research of the optimal method of urban freight transportation plan will be profitable to make good use of vehicles and decrease vehicles moving in city. It will make the goods demanded to be diverged for transportation and alleviate urban traffic on some congested link. So that it will to some extent alleviate the urban traffic-jams and promote the sustained development of city traffic. And it will also help develop the urban high-speed freight transportation and realize its intelligence and logistics. So this paper is of momentous theoretical significance and current significance.
