Pearl River Estuary Treatment Study Based On Sustainable Development

Since Reform and Opening up of our country, Pearl estuary has always been the region with the fastest developing speed. With the development of economy and technology and science, human beings continue to enlarge the intensity and range of resource exploitation and utilization. The same time, pure pursuit to economic developing index leads to phenomenon such as irregular picking-sand and net-river, irrational inning and occupying lands of estuary , severe pollution of water, irregular implement of water-related project. All those intensify the contradiction between nature and human beings and result in dynamic instability of the whole estuary system and regression of ecology, which has been the main obstacle of sustainable development of the Pearl Delta. Then how to follow the historical logic to change the strategy from the former "predatory-style" to "continuing utilization" and "sustainable development", how to coordinate relations between nature and human beings and protect resource and environment to promote harmonic development of economy, sociak resource and environment, such questions bring severe test to the sustainable development of Pearl Estuary region.The paper reviewed the formation and development of sustainable development, and based on the research on the relations of economical, social, resource system, an evaluation index system for estuary sustainable development is presented. And the evaluation result shows the fact that status quo of development of Pearl Estuary is quite normal. Then taking domestic and foreign model and experience of estuary integrated regulation into account, paper pointed that the Pearl estuary should carry out a sustainable regulation model and integrated regulation, while follow the natural rules of estuary, adjust measures to the local condition and grasp key points, and strengthen the research and construction of non-project measures, coordinate and resolve various contradictions, set up an adjustment and control system to regulate behaviors harming resource and environment.Based on study on the function and extension of Pearl estuary, paper indicated that exploitation and regulation of Pearl estuary can exert an integrated benefit of flood-control and tide-admit, land reclamation, shipping, fish culture, ecological environment protect and so on. However, the main function of estuary is to clear flood and admit tide considering its role as an extension of river channel and an important part. Aiming at the severe flood disaster of Pearl estuary, the key point of regulation in the near future is to ensure the security of flood-clearance and tide- admit. According to the character of water system of Pearl estuary, and compared the original plan, paper presented a technical routine of "Unite planning and regulation of net river and estuary and Separate regulation to Xijiang and Beijiang". The same time, paper researched on the project measures of regulation system in the near future and thought that the key nodes of water system should be controlled and should moderately retrieve water regime and hydrology of net-river and stabilize estuary structure so to ensure prevention of flood of the delta.The parallel unite manage and classification and departmentized manage mode to the source results in existence of many interest entity, industrial conflict, zonal conflict and conflict of other entity and then results in the chaos of estuary administration. So the unite regulation of ensuring even interest is the important technical method to solve the conflict and realize administration in order. Paper analyzed the defect of traditional planning and conceived of a model for interest distribution of Pearl estuary regulation and exploitation and researched the organization system to guarantee the equality, so to realize the participation of comprehensive public and effectively coordinate the conflict between interest correlations and ensure the scientific and practical nature of planning.System factor acts an important role in sustainable development of country. And the fundamentalreason to the deterioration of environment of Pearl estuary is irrational design of original system. Paper analyzed and researched the system defect of estuary administration and indicated that deficiency of legal process and warp in the administration evaluation index lead to the conflict between laws and application. Besides, Paper pointed out the duty-* object n tenet of regulation and the way to perfect system for Pearl estuary under the support of sustainable development, and then advised that moderate project technique^ effective supervisor to the estuary % improvement in the science and technology and perfect statute and regulation would coordinate conflict of all aspects and promote the applications of property right system and price rule in the estuary regulation so to safeguard the sustainable development.
