Ecocity Idea And The Changes Of City Planning Legal System

Setting out from the ecocity idea, this thesis offers perspectives on the existing problems and corresponding reasons in the modern city construction, and analyzes the changes of our city planning legal system. Based on the integration of ecocity idea and city planning legal idea, the thesis puts forward the theoretical frame and the system speculation of the changes of city planning legal system, then it further advances the law-making suggestions of the current city planning law.The thesis can be divided into to seven chapters, including the foreword, the change of city idea: from industrial city to ecocity, the law idea of ecocity planning, the trend of the changes of city planning legal system, the legal principles of the Chinese ecocity urban law, the drawing up procedure,the publicity procedure and the approval procedure of ecocity planning, basic systems of ecocity planning, the system environment of the ecocity planning.In the first chapter, this thesis analyzes the changes of the city idea. City idea is the ideal, eternal, spiritual widespread pattern. It is the theoretical method and action instruction to solve city problems and guide city construction. Analyzed from the relationship of mankind and nature, the development of city idea includes three forms: natural city idea, industrial city idea and ecocity idea. Based on the above classification, the thesis puts forward ecocity planning legal idea. Ecocity planning legal idea explores the root of ecocity planning legal system and has decisive functions to system structure. Ecocity planning legal idea mainly includes six ideas. The first idea is that constructing sustainable, healthy city is the key to resolve the global environmental problems. The second idea is that ecocity planning must stick to the systemic standpoint, that is to say, the environmental resources (for example, the land, water and air) in the city must be understood and managed in the ecosystem of a certain district, and it can't be regarded as isolated environment.
