The Environment Impact Comprehensive Assessment Of Highway Projects In Ynnan Province

The negative impact of highway projects is increasingly standing out as the development of road construction in China. The Environment Impact Assessment (EIA)of highway projects has been paid more attention to.By applying both qualitative and quantitative analysis methods, the author gives in-depth research of the Environment Impact Comprehensive Assessment (EICA) of highway projects. The main results of the study are as follows.With the systematic theory and systematic analysis method, the paper has put forward the objects, conception and characters of EICA of highway projects. The conception model of EICA of highway projects is brought forward.The paper has set up a conceptual frame of press-state-response for environment impact of highway projects. Using the conceptual frame and combining the peculiarity of highway construction environment in Yunnan province, the initial index system of EICA of highway projects for Yunnan province has been put forward. Through selecting the qualitative indicators by consulting experts and selecting the quantitative indicators by principle component analysis, the index system of EICA of highway projects for Yunnan province is built up. The index system shows the complex of EICA of highway projects.The method for calculating the property value of every indicator is analyzed. The grey relation grade method is used to get the multi-factor indicator property value. The normalization methods of attribute value of the evaluation indexes are studied. It has probed into the establishment and evaluation method of the weight of evaluation indexes. Applying with Fuzzy identifying principle and adopting Analytic Hierarchy Process (AHP,the method of defining weight), the paper has put forward a multi-level comprehensive evaluation model of EICA for highway projects in Yunnan province according to the degree of impact.With the method provided, the paper has explored the EICA of Xiangda road. The method is verified by the example. Analyzing the result, the suggestion to relieving the impact is put forward at last.
