optimization and reliability techniques, the bogie frame of a high speed railway vehicle was taken as an example to perform the minimum weight design of bogie structure with fatigue constraint. At the same time, technique of locomotive and car product quality managements such as reliability and safety for manufacturing, quality control with reliability and quality guarantee were analyzed.Using foreign country's centered reliability on maintenance theory for reference, a strategy of locomotive and car operating and maintenance upon reliability was put forward according to the characteristics of Chinese railway vehicle running and maintenance and its feature of maintainable. Upon repair investigation and probability statistics of fault recording to three passenger vehicle maintenance sections, the faults frequency of bogie were analyzed to search the law of fault distribution. It is good foundation for determining the reasonable maintenance plan. Meanwhile, by combination of economic life, structural available life and consumption life analysis, the scrapping management with reliability for locomotive and car were also discussed.Taking the bogie frame of EMU as a practical example to study reliability technique used for operational safety, a new method was introduced for monitoring structure fatigue safety in service period, in which the frame fatigue analysis and life evaluation were performed according to dynamic stress history yielded from a structural response simulation under acceleration exciting recorded on line test.At last, management technique of the structural safety system of locomotive and car under reliability was studied. According to requirements for information model of rolling stock, an idea was put forward to set up product master model for the safety system in which .the STEP numerical model would be used and information was exchanged based on public DBS. The web-based cooperation management model of structural safety system was discussed. And the thought for this safety system joining the general management information integration platform of railway transportation was put forward as well.
