The safety of railway not only affects the lives and properties of every passenger and cargo owner, but also has great effect on railway’s reputation, profit and competitiveness. All the safety related accident of railway, such as inertia traffic accident, train aggressive, run into the wrong way, bus fire, rear-end, crossing accidents, broken shaft, broken rails, accessories off, sand and debris flow, lead to significant adverse social impacts and economic losses. The direct economic losses of the railway accident are up to several tens of millions, without considering the indirect economic losses. The safety of railway determined the competitiveness of railway towards other transportation. So, the safety is the most important issue of development of railway transportation industry.Accord to requirement of the railway administration department, it is necessary to develop a new system to transfer data between trains and ground servers, especially the online data transfer system. To ensure the onboard staffs operate correctly and the train runs safely, locomotive operating data should be transferred back to locomotive depot and analyzed by expertise on time. The ground servers produce locomotive operating state reports, and the supervisor can make right decisions based on it to fulfill the needs of locomotive management.By getting down to the safety information monitoring technology, a detailed research and analyze have been proceeded on related area both at home and aboard. The present research status of locomotive safety information remote inquiry system is summarized. Based on the analyzing of our group’s former studies, a novel network based locomotive safety information monitoring system suit for china situation has been proposed.Based on the former research, the general design scheme of locomotive safety information remote inquiring and alarming system is proposed. Considering the real-time performance, system operating cost requirements needs of the locomotive management and scheduling department and the distribute position of locomotives, the GPRS network and Internet are chosen to be the connection between clients and servers. This system adopts the One-to-Many topology as its main frame. Clients communicate with server through GPRS and Internet to transfer data. Server has its fixed public network IP address, Client acquire its IP address dynamically by GPRS access to the mobile gateway.Guided by the general plan, the system has been divided into two parts:system client and system server, which have been analyzed the demands and developed respectively. After testing, prototype fully satisfied the demand on stage based on the raw data. It proves the validity of this research and verifies the rationality of the design of the hardware and software.
