Study On Water Security And Flood Control Assurance System

The rapid growth population and the increscent demand to material, culture and survive circumstance lead to the increasing demand of water resource. Excessive urbanization and unreasonable human activity have brought so many conflicts related to water resource. Those threaten survive and development of human being. As water resource is the indispensable material in life and its security is emergent, the development of water security evaluation and assurance system is desiderated so that we can recognize the water security position through system method and can discuss measures and methods to ensure water security.Based on the National Science Fund project and the National "863" project, the paper carries out a systemic study on the theory fundamental and evaluation methods, and designs the framework and structure of flood control security assurance system by analysis of flood disaster and flood control actuality. The aim is to develop a series management and implement means of water security especially of flood control security so as to accelerate the settlement of water security problems.The paper's main contents show as follow:(1) Through the analysis of the water security, the concept, intension and extension of water security are comprehended. The practical signification of solving water security problem is recognized by the analyzing of water security problems we faced today and its cause of formation.(2) After the analyzing the establishment and application of water security evaluation index system and model, the process and method of water security evaluation is clear. Then, two different fuzzy matter-element evaluation models are advanced on them, which are validated by some examples.(3) Flood control security is select as cut-in point of generalized water security problem for the special and significant status of flood control.
