With the rapid development of computer and communication technology, the application of information technology in power system brings new chances and challenges to the power industry. Lu Qiang, CAS(Chinese Academy of Sciences) Academician, put forward the conception of Digital Power System (DPS) in his paper"the trend of power system technological in the new century"in 2000. The appearance and application of DPS will open a new page of the history of Power industry development. This paper introduces the digital power system base platform and conducts the deep research on problems of realizing this platform. It uses modern computer and information technology such as digital power system bus, CIM/CIS, XML, datahouse and data mining, access control, and it combines the real problems of information construction of national power system. The main work and contribution of this paper concludes 5 aspects:⑴The process and current situation of Power System information development in China are fully analyzed. The background, conception and construction of DPS are expounded. On the basis of this, Digital Power System Base Platform is introduced. Digital Power System Base Platform consists of digital power system bus, data integrated platform of digital power system, business base platform of digital power system. The key techniacal characteres of Digital Power System Base Platform includes: system principle that independent with technology, open technical system based on industry standard, heterogeneity platform technology, technical system that facing object and groupware, multiform distributing system model, multiform distributing calculating and service technology, multiform Web application service technology, cross-application industry license.⑵The implementation method of digital power system bus that based on COBRA technology is introduced, and the key technical problems of Digital Power System Base Platform are stated in this paper. The digital power system bus is the basis of data integrated platform of digital power system and Business platform of digital power system. This paper takes CIM as the data model of power enterprises'information system, addresses the CIM expansion method to satisfy the real needs of power system, and uses the XML data transfer interface and CIS to be the standard interface between different information systems. ⑶In order to implement the integrated data, by applying data warehouse and data mining technology in power system, the method that Data integrated platform of digital power system is achieved by setting up global integrated layer of dummy database is introduced. The set-up of united-structured power system datahouse with tools of data mining, will make the power system related analysis, calculation, management and decision can be taken on the united dada source which guarantees the data consistency. At the same time, customers don't have to get the data needed form various different-structured system. Therefore, it can realize the resource share among independent power information system, lower the complexity of system, and it is easy to update.⑷Construction and general solution of Business base platform of digital power system is introduced. Business base platform of digital power system consists of Uniform Support Platform, business modeling platform, development and management tools. Business platform provides general solution to systematic and common problems of power enterprises'information system. It sees, analyzes, designs, constructs, integrates, expands, operates and manages the information system by the direction of business and structure of propulsion.⑸The method that modern data encryption technology is applied in information access control and data security management of Digital Power System Base Platform is introduced, security applying framework of Digital Power System Base Platform data transmission is set up. In information access security, it analyzes multiform identifications and access control technology; it designs and implements identification method based on code and access control based on character; it solves the information access security problems of Digital Power System Base Platform. On the basis of identification and access control, it designs and realizes the checking system based on run log and safety log, which records, checks, monitors the users operation in order to monitor and manage the terminal by the terminal. It can give off alert signal to administrator through many kinds of way or put right by itself if necessary. In information transmission security, it is expanded by the COBRA platform and Web Service platform. Security applying framework of Digital Power System Base Platform data transmission is set up.Combining with many important scientific researches, the system development has been completed and software copyright has been gained, at the mean time it is on probation and consummating. I will continue to study it deeply with my heart and soul.
