As the power market turns to reform of go deep into development, the liberal power market requests the freedom degree of market competition, however the limited transmission capacity of line to limit this kind of a freedom biggest. Transmission congestion happened in some lines because the generator and load is distributed not and all, electricity measures and transmission path of a power deal is uncertain. Effective transmission congestion management has an important function, the meaning to the safe of power system and the long-term, stable development of power market. The paper has a farther development in power network transmission congestion management in power market environment based on existing study. At first, the concept, compute model and its solution of the TTC (Total Transmission Capacity) and ATC (Available Transmission Capacity) is analyzed in the paper. The accurate solution of TTC and ATC provide network information of power network for transmission congestion management. Then, interruptible load is introduced into transmission congestion management in the paper. The paper discusses the application of interruptible load to transmission congestion management in power pool market. Market risk of evade is very important in transmission congestion management. The FGR(Flow Gate Right), FTR(Financial Transmission Right), TO(Transmission Option) are introduced into transmission congestion management, its concept and implement in bilateral market are discussed in the paper.
