The electric power production is the foundation of national economy development, and is an important driving force in modern socio-economic development, whose security directly affects the social stability and economic development. In recent years, various types of electrical accidents in our country increased rapidly which results in a large number of casualties and huge economic losses. In order to effectively deal with various types of electrical accidents, there is an urgent need to strengthen the electric power production accidents emergency management, establish a perfect and effective incident response management system and mechanisms. These will enhance the rapid and effective emergency response capability and minimize the impact of the accident and loss. This paper conducts the thorough research on the thermal power plant accident's emergency management based on those related theories and a large number of accident cases. The main research contents are as follows:Firstly, this paper researches the thermal power plant accident's evolution mechanism and control mechanism using the dissipative structure theory. The thermal power plant which is a non-equilibrium open system and has nonlinear fluctuations is a dissipative structure. The thermal power plant accident evolutionary process is the result of its system's entropy increase, therefore, in order to effectively control the thermal power plant accident, the negative entropy must be introduced to the thermal power plant.Secondly, this paper constructs the thermal power plant accident whole cycle emergency management system. The accident emergency management can strongly input massive negative entropy to the thermal power plant system which can form a strong negative entropy trend to effective control the thermal power plant system's entropy increase and resume its normal production order. This paper establishes a whole cycle accident emergency management system which includes the thermal power plant accident earlier period early warning, the intermediate emergency rescue and the later period disposal works. Thirdly, this paper studies the accidents early-warning which is the earlier stage of the thermal power plant accidents emergency management. In this stage, this paper elaborates the contents of the thermal power plant accident early-warning management, which includes early-warning analysis and pre-controlling countermeasures, and the working process of accident early-warning management is gave based on the accident emergency management's characteristics. This paper analyzes the thermal power plant accident danger point causes, and gives the pre-control principles and pre-control process of danger point which would instruct to identify and control the accident danger point in advance. And wavelet transformation is introduced to improve the neural network, to carriy on the thermal power plant accident diagnosis, and which is applied the condenser system accident diagnosis as the case.Fourthly, this paper researches the accident emergency rescue systematically which is the medium stage of the thermal power plant accidents emergency management. The implementation process and the points for attention of the accident emergency rescue are researched after making clear of the missions of the accident emergency rescue's organization structure which includs emergency command center, accident emergency scene command organization, support safeguard agencies, media and information management center. This paper discusses emergency resources management from resources reserve and resources scheduling and establishes the accident emergency resources scheduling model which is under multi-constraint conditions such as the limited emergency resources, the least emergency time and the lowest emergency rescue cost. Then the PSO algorithm is used to solving the model which is helpful to carry out the emergency resources highly efficient use and reasonable dispatch. After defining emergency plan goal, basic request, graduation, this paper elaborates the emergency plan's basic elements and its establishment process of the thermal power plant accident.Fifthly, this paper studies the thermal power plant accident emergency management later period disposal works which includes accident investigation, accident analysis, accident responsibility investigation and accident late disposal, to perfect the accident emergency management's content. In the accident analysis process, this paper carries on the thermal power plant accident reasons analysis using the ant colony clustering and taking the boiler "four tubes" burst and leakage accident as a practical study.Sixthly, this paper carries on the thermal power plant accident virtual simulation. This paper uses the virtual reality and HLA simulation technology to carry on the thermal power plant accident virtual simulation and constructs the virtual simulation frame bases on HLA. And then this paper designs the thermal power plant accident virtual simulation system and the carries on the simulation which is applied the boiler flameout explosion accident as the case.Briefly, this paper takes the thermal power plant accident as research object, and researches its mechanism. This paper constructs the thermal power plant accident whole cycle emergency management system and systemically studies the accident emergency early-warning, accident emergency rescue, later period disposal works that include accident investigation, accident analysis, accident responsibility investigation and accident late disposal and the thermal power plant accident virtual simulation. This paper is a pioneering study on electric power manufacturing enterprises' accident emergency management, so it promotes the accident emergency management system construction of our country basic electric power enterprises. For the basic electric power enterprises, this paper plays the promoting role for research on accident, emergency early-warning, emergency plan establishment and emergency rescue.
