Research On Emergency Management Network Of Nuclear Power Plant Accident In Off-site Area From Inter-organizational Collaboration Perspective

Today China is in the rapid development of nuclear power industry,by the end of October 2015,27 nuclear power units have been running in China,and 25 nuclear power units are under construction.With the development of nuclear power,nuclear power plant safety and emergency management work has aroused great concern of society.How to deal with nuclear power plant accidents in off-site area caused by the threat of radiation pollution is the problem that the city's local government must face.At the same time,mitigating the impact of nuclear radiation on the population and the surrounding environment of nuclear power plants has become an important part of the city's local government emergency management work.However,the nuclear power plant accident has several characteristics of a sudden occurrence and a wide range of impact.Nuclear power plant accident emergency management in off-site area is an emergency operation led by the city's government,cooperated with the enterprise and collaborated with the society,involving complex cooperation and interaction between organizations.How to promote collaboration among the participating multiple emergency management organizations,integrating of units of emergency resources and capacity,is a core problem of nuclear power plant accident emergency management in the off-site area.This article selects the D nuclear power plant accident emergency management in the off-site area as an empirical research object,observes the characteristics of inter-organizational collaboration among participating organizations in nuclear power plant accident emergency management in off-site area.Based on cross-government,cross-sectoral nuclear power plant accident emergency management network structure analysis,making several improvement proposals for the nuclear power plant accident emergency management network.And studying the method and logical to design nuclear accident emergency management network,so as to lay a theoretical foundation for the local government to enhance the level of emergency collaboration in nuclear power plant accident emergency management in off-site area.Firstly,based on the theory of cross-organization cooperation,this article analyzes general antecedent conditions,collaborative process,collaborative structure,collaborative governance mechanism and outcome in nuclear power plant accident emergency management participation units,and puts forward an analysis framework of nuclear power plant accident emergency management in off-site area.To provide a way of analyzing and understanding of collaboration of nuclear power plant accident emergency management in off-site area in this field.Secondly,this article builds up the cross-level and cross-sectoral emergency management network of D nuclear power plant,analyzes the structural characteristics of the emergency management network based on the social network analysis method,and finds out the problems of the nuclear power plant accident emergency management system,provides some suggestions.Finally,based on how to design the emergency management network of the nuclear power accident in off-site area,this article studies the designing method of the emergency scenario and the emergency task space as the core,studies the identification mechanism of the nuclear power plant accident emergency management organizations and collaborative relations among them,propose the design method of emergency management mechanism.The research work of this article can study the practical problems of the nuclear power plant accident emergency management from the inter-organizational collaboration and interaction in the nuclear power plant emergency management practice,and effectively improve the existing emergency management network.The research work of this article is also to promote and innovate in the current research of inter-organizational collaboration finally.
