The Construction Of Sustainable City Form In Outskirts New City

This article studied the development of new towns in the outskirts of a city, which was the current important manifestation of urbanization of our country's metropolises. Based on our national situation and foreign countries'experience of building new towns, it discussed the theoretical frame, research method, research priority, basic theory, and typical instances of the sustainable form construction theory of the development of new towns in the outskirts of a city, and made every effort to form a rudiment of the theory which had significant practical implication with high theoretical level and provided references for the development of new towns.The thesis consisted of three parts. The first part was about the recognition of new towns in the outskirts of a city and the definition of the sustainable development of city form . It also summarized foreign countries'experience of building new towns, which was the basis of the second part. The second part, as the main body of the study, discussed how to construct the sustainable development form of the new towns through studying on the constitution system,character representation and the construction ways. The third part analyzed some practical cases, which was the practice, testing, and reflection of the theory proposed in the second part.The first part of the study took an in-depth research on the definition, types, current situation, cases analysis of new towns in the outskirts of a city was conducted, and the significance of the development of new towns in the outskirts of a city was elaborated. Furthermore, based on the methodologies of construction, four actual requirements of the sustainable form development of new towns in the outskirts of a city, which was the foundation of practical application of the sustainable form development theory, was summarized.Then an in-depth study on the definition, essential characteristics, and connotation construction of the sustainable form, summarized the basic strategies of the sustainable form development, elaborated its criteria of evaluation, and proposed three methodologies of constructing the sustainable form in order to guide concrete theoretical exploration.In the end, cases of the sustainable form development of new towns in foreign countries were studied and analyzed, the experiences of the sustainable form development of new towns were summarized, and the direction of construction of the sustainable form development of new towns was pointed out. The second part was the core part of the article. Firstly, the core elements of city overall layout such as city size, land use type, space structure, and traffic organization were studied by applying the holographic research methodology. The key problems involved in the elements such as more than one types of land use in one land, the scale of land development, the pattern of semi-network structure in space structure, the railroad scale in traffic organization, reasonable selection of means of public transportation etc were discussed according to the requirements of the sustainable development of a city. The discussion of how to make the sustainable city form into practice was highlighted. It was pointed out that the sustainable form development of new towns in the outskirts of a city in China could be realized by integration of land use type, space structure and traffic organization which was orientated by public transportation.Secondly, four basic component elements, which had important sign effect, were summarized after studying the basic component elements of constructing the sustainable city form. The characteristic, application, and basic pattern of each element were discussed in detail. Therefore, the sustainable city form could be defined accurately in all aspects.Lastly, an overall study on the construction way of the sustainable city form, through self-organization and outer-organization way's merits and faults respectively, detailed discussion on the construction method of them, and the applied range,proceeding,method be discussed meanwhile. Then, this article gave an overall evaluation of the basic system and the management and operation of new towns based on the experiences of England, Japan, France and Hong Kong, discussed its advantages and disadvantages, and pointed out a practical strategy to optimize the basic system and the management and operation. It was emphasized that optimization was a key element of development of new towns.The third part discussed the practice and application of the theory of the sustainable form development. The proposed theory was applied in the planning of Guangzhou Luogang new town and Chongqing east new town. These practical experiences tested and improved the theory.
