The acceleration of urbanization and urban-rural integration development strategy make the passenger flow volume increase rapidly between urban and rural area. The public transportation for urban to rural, as a tie of contacting urban and rural area, plays a very important role, not only in meeting travel needs of urban and rural residents, building and improving the travel structure, but also in progressing the development of urban-rural integration greatly. This thesis mainly discussed following things:Firstly, the paper expound the development situation of small and medium-sized cities, analyzed the meaning of the urban and rural public transportation and defined the meaning of rural residents'travel, analyzed the urban and rural residents, especially the periphery rural residents'travel characters from travel times, travel purpose, travel mode, travel space and travel consumption, and from the time distribution, space distribution and concentration to analyzed passenger flow characteristics.Secondly, according to the urban and rural area and the characteristics of passenger flow, discussed the suburban areas, township, rural areas of the passenger flow forecast method and transportation modes division prediction method. Analyzed and summarized major factors of the urban and rural public transport passenger flow demand, designed the partial preference questionnaire, taking the bus fare for example, forecast the flexibility relations between passenger flow demand and it.Thirdly, analyzed layout methods of the main trunk (urban - rural) and regional (rural -village), main trunk lines use line search method, extensions use the most small trees and circular methods. Analyzed the advantages and disadvantages of three network connection modes:the docking type, tangential type and through type. Proposed small and medium-sized cities adopted tangential type and through type models recently, long-term adopted docking type.Finally, analyzed the lines operation modes, improved the traditional service frequency and capacity allocation methods for the main lines, in order to reduced bus invalid mileages and start times effectively, and then, according to the unbalanced characteristics of urban and rural passenger flow distribution, proposed take mutual linkage synergy organization plan.
