A Design And Application Of Systemic Cultivated Land Quality Evaluation System

Cultivated land protection and food supply security are foundation stone of national safety; plant structure modulation and agricultural benefit of cultivated land are ensure of society stabilization; To protect fanner's cultivated land property and potential benefit of cultivated land is inevitable measure of national economy healthy development. Issue of design a systemic cultivated land quality evaluation system was put forward based on the problem of cultivated land yield, income and value in our nation.Firstly, the concept of cultivated land quality was defined as the integrative character of cultivated land biological capacity and the benefit of plant under the condition of use as plant cash crops, and of cultivated land potential benefit under the condition of use as construction land. Cultivated land basic function was defined as subsistence function when used to plant food crops, as benefit function when used to plant cash crops, and as bearing function when used as construction land. A systemic cultivated land quality evaluation system was designed which include three single quality index cultivated land grade, cultivated land realistic class, cultivated land potential class and two multiple quality index cultivated land coefficient M, cultivated land coefficient N based on the cultivated land basic function.Secondly, the connotation and the principle of choosing evaluation factors of cultivated land grade, of cultivated land realistic class, and of cultivated land potential class were all confirmed. Connotation of cultivated land grade was defined as the capability of cultivated land to produce food, evaluation factors were all belong to soil fertility factors; Connotation of cultivated land realistic class was defined as the capability of benefit when cultivated land used to plant cash crops under the natural technique, management and agricultural use, evaluation factors were all belong to soil fertility factors, land use factors, and agricultural location factors; Connotation of cultivated land potential class was defined as the capability of benefit when cultivated land used for construction, which was the extent of construction land gradation in cultivated land, evaluation factors were all belong to cultivated land environment factors, land use factors, and industry location factors.Thirdly, connotation of cultivated land coefficient M, and cultivated land coefficient N were confirmed. Connotation of cultivated land coefficient M was defined as the degree of cultivated land quality when used as plant cash crops was superior to cultivated land quality when used as plant food crops. Connotation of cultivated land coefficient N was defined as the degree of cultivated land quality when used as construction land was superior to cultivated land quality when used as plant food crops. Calculated method of cultivated land coefficient M was confirmed, and the criterion of cultivated land can't be used as plant cash crops and the criterion of cultivated land should priority used as plant cash crops were confirmed by calculated the cultivated land coefficient M of actuality vegetable land in county area. Calculated method of cultivated land coefficient N was confirmed, and the criterion of cultivated land can't be used as construction land and the criterion of cultivated land should priority used as construction land were confirmed by calculated cultivated land coefficient Nof the cultivated land which was used as construction land in a period in the county area.Finally, the evaluation of cultivated land grade, realistic class, and potential class were all demonstrated and the result of cultivated land grade, realistic class, and potential class were all verified in a case study in Wanbailin District, Taiyuan City, Shanxin Province.
