The Study On A Few Keys Of Regional Forest Resources Strategic Planning

Forest resources management is the kernel problem in forestry for a long time. Ifwe want to move toward the sustainable forestry, the critical problem is to realizethe forest resources sustainable management. Due to the characteristic of long-termdevelopment and complexity, forestry resources management is complex, and its past,the present, especially the future is very important to be known. So the strategy in theregional forestry resources management is important, and in the whole managementprocess, strategy planning is an important key. Based on the point above, the articlediscussed the key problems in the planning, and obtained some achievements.By diagnosing, there are a lot of weakness in our country's forest resourcesplanning. Such as, planning's basis is insufficiency; the cognition is not enough, andthe theories is not perfect, etc…. That makes it impossible or too difficult to realizeplanning's final targetFrom the dynamic development of modern theories and methods about the regionplanning, existing problems in the planning of our country are diagnosed, and theconcept, status, function, mission and main contents of the region forestry resourcesplanning are further defined.Clear thoughts or proper thinking ways are the foundation of scientific planning.The paper studied the basic leading thoughts in the planning work and put forwardthat the system concept as well as the system analyzing method should be carried outin the planning. Region forestry resources should be integrated with social, economic,and natural environment. And in the whole planning process, exterior harmony andinterior cooperation should be emphasized.Analysis and evaluation is the foundation of the planning. Based on the sustainabledevelopment of forestry resources, analysis and evaluation before the planning workare studied in detail and advanced the exterior environment and internal conditionshould be analyzed, and corresponding indexes and methods with regard to society,economy, nature, resource status and moving process aspects been put forward.Region forestry resources system planning should change the single method usedin the past, and adopt various methods and schemes and according to the differentcircumstances. By simulation, the people-machine discussing hall is established,where we can select a practical and suitable planning scheme.The planning executing must get feedbacks, and the existing status where lack offeedbacks must be changed. So we bring up the thought of the integration of long-term, mid-term and short-term plan and adjust the planning termly.
