The Quality Evaluation And Sustainable Management Of The Non-commercial Forest

As an important part of construction of eco-environment improvement, the main function of non-commercial forest is to provide good living environment for the human race, whereas its quality can affect its function and efficiency directly. Based on the classification of the forest, forests are divided into non-commercial forest and commercial forest; it becomes an urgent work for evaluating the non-commercial forest using scientifical, comprehensive and systematical methods, and managing it sustainably. Because of these reasons, based on the the survey of remote sensing, the database and multiple analysis evaluation model were established. Combined the data of "er lei investigate" the quality evaluation were carried out systematically. Meanwhile, after the analysis of the main problems lied in the forest sustainable management of non-commercial forest, this article supplied suggestions and countermeasures to fulfill the forest sustainable operation of our country in modern time. The main results are as follows:1, The result of remote sensing survey shows that compared that in 2002, the total area of non-commercial forest increased in 2004 (the rate is 1.83%): Stand increased 2.63% and economic forest and bamboo forest increased 0.07% and 2.02%, respectively. Because the non-commercial forest belongs to protection and time-span is not too long. So that it changed little.2, Stand area of the non-commercial forest of the middle-aged and young forest account for 75.16% of the total Baiyun non-commercial forest, among which young forest accounts for 53.23% of the total, middle-aged forest accounts for 21.93%. Stem volume of each unit area is more than that of Guangdong Province, which is 27.36m~3/hm~2, and far lower than that of the country, which is 78.06m~3/hm~2.3, Constructing new immune SOFM model, and applying it into the evaluation of non-commercial forest initially, and the result was compared with the evaluation result of the grey relevance degree and SOFM model. The evaluation results of three models show similar result, namely, the total quality of Guangzhou Baiyun non-commercial forest is bad.(1) The result of the quality evaluation of Baiyun non-commercial forest using the immune SOFM model, show that the area of the third rate of the non-commercial forest is 13727.7hm~2, accounting for 60.85% of the total; The first rate is only 1649.7hm~2, accounting for 7.31% of the total; the second rate is 7183.8 hm~2, accounting for 31.84% of the total. Overall, the qualities of the different forests are bad.(2) The non-commercial forest are located mainly in middle dune and lower dune , some are located in low mountain and high dune.(3) The artificial forest construct the main part of forest area, accounting for 73.71% of the total area. The areas of the natural forest are small, only accounting for 26.87% of the total, its quality grade is low, the first grade accounts for only 3.6% of the total, and the second and third grade account for 23.27%. Half of the artificial forests are third level, whereas the first level account for only 3.54%.(4) Among the whole area of the Baiyun non-commercial forest, the state-owned forest only accounts for 6.67%, whereas the collectively-owned forest accounts for 93.33% of the total. However, the quality of the state-owned forest is better than the collectively-owned one. The third collectively-owned forest accounts for 59.03% of the total, whereas the first grade accounts for only 5.04%.4, Based on the geographical information data of Baiyou non-commercial forest, Baiyunnon-commercial forest management information system was primarily constructed, laying the basis for dynamic quality evaluation management and sustainable operation of the non-commercial forest.5> By the function analysis of non-commercial forest and the key problem analysis of the non-commercial forest, combining the quality evaluation result analysis of the Baiyun non-commercial forest, the countermeasure and suggestion to realize the sustainable development in the new period of our country were proposed. Perfection of relevant laws including non-commercial forest; establishment of effective management organization; planning the non-commercial forest project ; deepen the forest classification and operation well and increase of the investment; compensation of the benefit of non-commercial forest, establishment of the scientific defence system of the sustainable operation of the non-commercial forest; establishment of the forest ecological system management model which is suitable to our country's situation etc.
