Compare On Administration Of Veterinary Drugs Between The United States And China

While food safety on pesticides and veterinary drugs, concerned by the whole world, the management of veterinary drug is drawing more and more favor and attention of every government, for it's an important means to control veterinary drug residue and ensure food security. The Chinese government attaches great importance to the management of veterinary drug. It has been regarding the reform and perfection of Chinese administration system of veterinary drug as a great investigation task. The U.S. drug administration system is recognized the more successful. In order to draw on the advanced experience of veterinary drug management in the United States, the dissertation compares the administration system of veterinary drug between U.S. and China.The main research methods, in this study, are induction, summarizing, analysis, comparison, and so on. The main contents of the dissertation as followed: The difference on several basic definitions in the management of veterinary drug between U.S. and China; The development history of veterinary drug administration in U.S. and China respectively, including the history of the administrative organizations and the legal system; United States' and Chinese laws and regulations system of veterinary drug, involving in the legislation background, legal system and their claims; United States' and Chinese administrative agencies system of veterinary drug, referring to agencies' compositions and their corresponding responsibilities; and Lastly, the basic contents of the veterinary drug management in U.S. and China.After the systemic induction and analysis, we summed up the management characteristics in U.S. and China. That is, in China, the sole purpose of government administration is to serve the people, management system of veterinary drug accompanies with the economic transition character, and it is not sound healthiness and perfection for its short period of the formation and development. Specially, there is more principle, vacancy, and provisions in substantive law, less procedural law and strength in implementation and supervision in China. However, in U.S., the pure intention for its government management is to maintain the balance between system of market economy, general order and public interests, the system of veterinary drug takes on character of the mature market economy, and it sounds more mature and perfect. It's on equal status for substantive and procedural laws, and the administration agencies are independent each other, mutual supervision, clear responsibilities and efficient functions. Furthermore, administration of veterinary drug in U.S. highlights the science, standardization, and transparency in the processes of the legislation and enforcement. Based on the research, we come to a conclusion that the main similarity lie in they respectively have specialized management agencies, laws and regulations system, and administrative quality standards, and they similarly look veterinary drug as the special product to strictly manage by laws and legislations system. The main difference in the performance of the United States' laws of the veterinary medicine, they are higher legal effectiveness than that of the Chinese. Therefore, according to the above-mentioned, we proposal five items measures to improve and perfect the management of veterinary medicine, and six terms suggestions to enrich the depth and range of administration system of veterinary medicine in China.The paper achieved the four first, that is the first to compare and analyze the form background of management system of veterinary drug and its impact to the current management system between U.S. and China, the first use the theory of public policy and decision-making science to analyze the current problems in the process of decision-making of veterinary drug management, the first use the theory of public management to analyze the current management system of veterinary drug, and meanwhile, comprehensively use the principles of pharmacy, administrative law, public policy, and management to analyze the contents, aspects, status quo and its existing problems of veterinary drugs management. As a result, the results come up with some countermeasures and suggestions are good references for strengthening and improving management of veterinary drugs, promoting the management of science, democratization and legitimization.
