The issues of veterinary drug residues in food of animal origin are concerned globally. It lacks preventive measures legislative system in the traditional veterinary drug residues in food of animal origin, so we can not make the safety of timely response on the existing issues of veterinary drug residues in food of animal origin, therefore, countries in the world are actively seeking a scientific methods to resolve the security issues of veterinary drug residues in food of animal origin. Scientific analysis and evaluation of the safety of food of animal origin, enacting of effective management of animal source food quality and safety measures, reducing the risk of food safety of animal origin, making the veterinary drug residue on foods of animal origin at an acceptable level of hazard control, to gurantee the health of consumers and the food of animal origin in international trade smooth, have become the important research topic in the security of food of animal origin recently.Risk analysis of veterinary drug residues in food of animal origin is in the scope of risk analysis of food safety, which represents the latest achievements of modern science and technology in animal source food safety management and the practical application of development; provide a scientific and effective macro-management and risk evaluation system for the safety of food of animal origin. Risk analysis principles in the management of animal source food safety will provide the basis in enacting safety standards of food of animal origin and settlement of international disputes. Principles of risk analysis of the field of animal source food safety will be formulated in animal derived food safety policy, becoming the total model of solution to all food safety incidents of animal origin. In this paper, risk analysis systematic of the veterinary drug residues in food of animal origin at home and abroad was studied, the aim was to introduce international advanced veterinary drug residues in food of animal origin international security risk analysis concept, and then to provide the risk theory and the theory of the proposed system of veterinary drug residues in food of animal origin for China, to well assist scientific management on veterinary drug residues in animal derived food safety, to make that the risk analysis management model of veterinary drug residues in food of animal origin of China as soon as possible, thus to be in line with international practice.The approach of risk analysis of veterinary drug residues in food of animal origin, research methods of risk analysis and related provisions, and the management institutions of risk analysis of United states, EU, Canada, Australia, Japan and international organizations (WHO, FAO, CAC, JECFA, CCRVDF) were studied, systematically with the method of literature research, describe research and the comparative research. However, it is not a long period for us to import the theory of risk analysis, and there are not enough experience accumulated. Qualitative risk analysis is the main method in practical work. There are less of understanding and conclusion of the deep level contents of the risk analysis theory. Therefore, no systematical system of food (food of animal origin) safety risk analysis is formed. Regulation of agricultural food quality and WTO ruled that the inactions and revisions of agricultural food quality safety standard (MRL) should be obeyed the risk analysis principle, and the results of risk assessment is the basis to make standards. However, most of the agricultural food quality safety standards as veterinary drug residues are used directly or imported from the standards of international organizations. Furthermore, there are not enough risk managements and communications, so the competed risk analysis system is not able to be established.The United States is the layer of regulatory risk analysis model. However, the United States has the special risk groups and a clear division. The centralized management of the risk analysis model of EU can avoid the partition of this continuous risk analysis process. In addition, it focuses on the source of veterinary drug residues in risk management; Australia's imported risk analysis system is effecitive, the purpose is clear. International organizations not only established a special veterinary drug residues orgnazition in animal derived food risk assessment, but also detailed classification, and established a detailed risk analysis principles and pattern, provided a good reference model for the risk analysis of veterinary drug residues in food of animal origin worldwidely. Although China has formed the atmosphere of risk analysis of veterinary drug residues in food of animal origin, but still need to learn from foreign advanced risk assessment models, to use risk analysis in an atmosphere of international organizations actively to create their own specific risk veterinary drug residues in food of animal origin of institutions, to cultivate professional talents in the risk assessment. Scientific advancement and the establishment of sound risk communication system using advanced risk management concepts, in the work of food safety in animal of origin, and to enhance the coherence and procedural of management, to increase the transparency of risk management decision-making, to establish the mechanisms of monitoring and evaluation of a scientific veterinary drug residues in food of animal origin should be carried out in China.Judging from available information, it is the first time for this topic of risk analysis of veterinary drug residues in food of animal origin at home and abroad, which are also the characteristic and creation of this study. The value of this study is to find out the shortage of China and provide a theoretical reference for improvement and implement risk analysis system of veterinary drug residues in food of animal origin for our country by studying the risk analysis of veterinary drug residues in food of animal origin of development countries (United States, EU, Australia and Canada).
