Steppe degradation, desertification, and salinization are caused by the process of human economic activity on non-renewable and renewable natural resources of the steppe, and lack of protection, and global climate change. It is mainly featured by the decline in the quantity and quality of steppe ecosystem services. Non-renewable natural resources development and economic growth, as well as contradictions between the ecosystem has become the sticky issue in the contemporary social development ,Which is especially serious in the resource-rich regions. In such areas, the growth of industrialization is not based upon many skilled personnel and strong capital, but based on abundant mining resources. By means of extensive expansion to create higher economic growth. During the exploration of the trend of the changing in the industrialization process, led by the development of mining resources and maximum output, Inner Mongolia steppe ecosystem service involves several key topics such as to maintain sustainable economic development, as well as the biological, ethnic and cultural diversity. From multiple perspectives of mining resources development and steppe ecosystem in Inner Mongolia, the economic development in mining area and the correlation of ecosystem services of typical mine, this dissertation analyzes the interest confrontation of micro-players with Game theory. That is, in minimize their cost and maximize their utility, mine owners, policymakers, and herders activities result in the long-term equilibrium situation with low efficiency. It was found that rational player in the economic activity will lead to diminishing collective welfare .In accordance with principles of ecological economics, Gray systems technology and methods, an index system judging the intensity of mining resources development, and the marginal value of steppe ecosystem services and mathematical model of the economic system have been established in the dissertation. At the same time, statistical data and information from 1947 to 2007 were collected to estimate the value of steppe ecosystem services ,and mining resources development in Inner Mongolia, portray which can the evolution trace of the past 60 years. It clearly demonstrate the three stages of the development of mining resources in Inner Mongolia i.e. the slow process of the level of growth, more rapid growth curve and rapid rise in a straight line. On the contrary, Inner Mongolia's steppe ecosystem services essentially follow the process of the slow reduction firstly, and then quickly decline, the last suddenly plummet. The dissertation explores the interaction between the two laws, through the regression analysis, the paper found that highly negative correlation between mining development and steppe ecosystem services. Pearson correlation coefficient is -0.913, The regression equation is y^= 0.210-0.821x, with the coefficient -0.821, and R~2 is 0.833. The marginal increase in one unit of the mining development will cause the loss of 0.821 unit of steppe ecosystem services. The above is the evidence of mining resources development, which leads to steppe degradation, desertification and salinization in Inner Mongolia. This dissertation aims to broaden the thinking in steppe ecosystem services loss ,to promote the inter field study between economics and ecology ,and to provide scientific and theoretical basis for the development of ethnic minorities region rich in resource.
