Study On Evaluation Of Eco-economic Suitability And Sustainable Development Strategy For Main Crop Production In Hunan Province

Crop production is not only conditioned by its natural ecological surroundings,but also affected by its regional farming technology,degree of input,marketing,policies, customs of production and other social,economical,technological elements.Therefore, whether one crop in a certain region can function well or not is mainly determined by its natural conditions,which is suitable or unsuitable for high yielding,excellent quality, high efficiency,stability,and goodness of fit between integrated economy and production conditions and the actual conditions available in the region,that is to say,the eco-economic suitability of crop production.With the aim to explore the suitability of crop production in Hunan Province and on the basis to formulate the sustainable development strategy for the high yielding of crop production in Hunan Province,the study has discussed the connotation of the suitability of crop production,and some advanced,practical and similar evaluations and regulations,which is based on the analysis of resource distributions of crop production in Hunan Province and yearly dynamic of main crop production,formulated a pattern of evaluation on the suitability of crop production,and what follows next is the evaluation of the suitability of 10 main crops from the ecological,economic aspects and distributions.Meanwhile,based on the evaluation of the suitability of crop production and distributions,a sustainable development strategy for the high yielding of crop production in Hunan Province is formulated as the following,1.The distributions of resources for key crop productions,from the perspectives of natural resources,ecological resources and social,economic resources,can comparatively meet the needs of the growth of main crops production.Owing to the distributing heterogeneity of key resources in the Province,the production of main crops should be distributed according to the regional differences.2.In the years between 1983 and 2006(2007),the scale of planting and yielding of other main crops(apart from early rice and late rice) in Hunan Province tend to be on the rise with some fluctuations.Apart from the early rice,the yield per unit of other main crops generally tends to be on continuous rise.As far as the economic returns are concerned,the rate of economic returns of main crops in the years between 1983 and 2003 tend to be on the trend of decreasing.However,the rates of economic returns of main crops(apart from ramie and tobacco) are on the trend of increasing.3.An evaluating index system on the suitability of main crops production of Hunan Province is formulated which is based on the principle of setting an explicit evaluating index,combined with the needs of the suitability of eco-economic crop production,the regional realities of crop production,the existing experiences and related analysis. Furthermore,the criterion of evaluating indicator and the membership function value of individual factor is clarified and computing formula on the degree of suitability of crop ecologic economy and its comprehensive performance rate of the suitability of regional eco-economic crop production are proposed at the ending part.4.The average eco-economic suitability index of ten main crop production is 0.454, ranging from 0.405 to 0.513.As far as the eco-economic suitability is concerned, combined with the recent years' realities of the crop production,the most suitable,less suitable,least suitable regions for main crops production is clarified.5.Based on the comprehensive performance rate of the suitability of regional crops, the most suitable regions,suitable regions,the average regions in Hunan Province is classified.The most suitable regions are Shaoyang,Zhuzhou,Changde and Xiangtan;the suitable regions are Yueyang,Yongzhou,Changsha,Loudi,Hengyang,Zhangjiajie and Yiyang;the average regions are Chenzhou,Huaihua and Xiangxi.6.Having defined the connotation of suitable regional distribution of eco-economic crop production and the four aspects of layout,the research has proposed the layout should target at the social needs,the ecological adaptability,and the feasibility of economic returns.Furthermore,the research has expounded the advantageous regions of the individual of the main crops in Hunan Province,the existing problems and the orientation and targets of further studies.7.Having positioned the development strategies of crop production in Hunan Province,the guideline for the development strategy for the high yielding of crop production in Hunan Province is proposed on the thought of "stimulating economic growth,seeking comprehensive benefit,focusing resources saving,displaying environment friendly,and realizing systematic,harmonious development".Furthermore, considering the individual features of the existing crop production systems,the related strategic principle,targets and focuses are also laid down,drawing on the successful experiences of others.The related strategic layout,the strategic paths and measures are also put forward from the operational dimension at the ending part.
