Research results on amban have been abundant, but there are also some questions to be solved.javascript:void(0);For example, the Election and Appointment System of Amban is worth studying. It is the Rule or the Measure which the Qing Governmentperformed for Ambans in order to guarantee their normal work in Tibet. Another example is the Power and Duty of Amban. It is the core content of System of Amban. There are many studies on it, but lacking systematiccombing and detailed analyzing, so the unique position and the important role of Amban are not revealed.There are some researches on the two parts above mentioned in the paper basing on theprevious researches. There are two parts in the paper. The first part mainly discusses the Election and Appointment System of Amban, that is Qing government’s managerial behaviors for ambans including three chapters and nine sections, namelythe Service Standard, the Selected Way, the Supervisory Mechanism, the Treatment, the Rewards and Punishment Mechanism, the Tenure, theTitle, the Power distribution, and the Communication Mechanism. The other part mainly discusses the Power and Duty of Amban, that is ambans’managerial behaviors for Tibet including three chapters, namely the Administrative Power and its Practices, the Military Power and its Practices, the Foreign Power and its Practices.In the other hand, there are some tables in the body and the appendix of the paper, which collecting the information on ambans, correcting and supplementing for previous studies.The two parts above mentioned are the important content of the Amban System Study. Therefore the study in the paper has the academic value, In the other hand, the study in the paper provide the strong evidence to refute the clique division and safeguard the unity of the motherland. Therefore the study in the paper has the realityvalue.
