A variety of factors urged the reform in the civil officials system in the United States to advance and complete in 1978. The reform to be carried out was intended to go with the reality. The aim was to eliminate maladies, improve the government's efficiency, and rebuild its status as well as to reinforce the domination of bourgeoisie. The reform ranks as one of the major political reforms from the capitalist class. Through the reformers' elaboration, the reform strategies take on many merits which are helpful to the improvement of the system of public selection and appointment of cadres in China.The thesis consists of 4 parts.Chapter one gives a brief introduction of U.S. President Carter and the background of reform. It fully and multidimensionally discusses the historical necessity to conduct the reform in civil service in 1978. The reform went with the tide and could be viewed as the natural result of development of U.S. civil service.Chapter two elaborates the preparation and contents of the reform in details. Also, the author tends to assess the reform scientifically in the chapter. Some intermediacy could be found in the reform, which was decided by the middle-of-road line in Carter's policies. Furthermore, his middle-of-road line was determined by the development of the state monopoly capitalism in America. The Americans absorbed experience and lessons of the line to work for the readjustment of the state monopoly capitalism. Meanwhile, the line sped up the New Conservatism reform. This chapter analyzes dialectically and institutionally the important role that Carter's civil officials system has played in the improvement of American system of civil servants. The experience taken from the reform has been kept all along for today's use.Chapter three states that Chinese government absorbed the essences of the reform and adjusted them to our domestic conditions to formulate Chinese system of public selection and appointment of cadres in China. By comparison, it could be noted that Carter's civil officials system enlightened practically and theoretically Chinese government as to adding more rationalization, systematization and standardization to its cadres-selecting system.Chapter four arrives at the conclusion. While drawing on the experience of reform in American civil officials system, Chinese people must make scientific analysis of the experience based on Chinese own situation and avoid imitating other's experience simply and mechanically. Above all, it is an urgent task for Chinese government to build a well-adjusted system of public selection and appointment of cadres with full consideration of Chinese specific conditions and its social and economical system. The selection system is aimed to distinguish and select true political workers and executive managers who possess both ability and political integrity along with being uncorrupted and efficient.
