The Historical Inspect Of Officer Election System In Late Qing Dynisty And Republic Of China (1912-1927)

After the abolishment of imperial examination system, traditional officer selection and mechanism renewal appeared fault. Therefor, Qing government took some reform measures. However, because of old concepts of personnel management, this reform was only a kind of deformation and continual. The government of Rebulic of China tried to establish modernized officer selection and mechanism renewal by drawing lessons from imperial examination system and western civil service system. For limitations of system and social conditions at that time, actual effect of system reform was not transparent. However, these establishments of civil service selection system that possessed modern sense and its success and failure are beneficial to today's reform.
