The Historical Experience And The Value Of The Party 's Mass Work

The masses are the ruling foundation and the sources of the strength for the party. Mass viewpoint is the basic point of view of Marxism. CPC has never loosed the practice and development of its mass view of point, no matter it belonged to the new democratic revolution period, peace building period or opening-up period. Especially since the Eighteenth National Congress of the CPC held, Xi Jinping has proposed lots of new points and theories with regard to how to practice the mass lines, how to keep the relationship closely between the CPC and the masses, how to consolidate the ruling base and the ruling position, which endows the mass work with new content. Xi Jinping emphasizes the importance of the mass work, and he requires that we must see the mass work with a primary concern all the time. The standard concerning how to do the mass work well in the routine work is to think everything on behalf of the people all the time, to see the people’s yearning for the beautiful life as the aim which the CPC strive to. We need check the result of all the work while we take the people’s satisfaction as a standard. With the deepening of opening-up and the consistent improvement of the socialism market economic construction, the social economy composition, employment mode, interest relationship and distribution method diverse more and more increasingly. At the same time, with the influence among all kinds of value orientation deepening and the gap among different interest groups enlarging, it faces the new challenges to do the mass work well. Based on the summary of the Party’s mass work of historical experience, this paper studies the Time Value of mass work. The author wishes to promote the level of the party’s mass work and the ability to do mass work. This paper is general divided into the democratic revolution, the period since the founding and new period, and studies from the view of the party’s mass, objects of the mass work and subjects of the mass work in three dimensions. This paper concludes the historical experiences on the base of the mass work, in order to improve its contemporary value, the author does the theoretical research as follows: In the first chapter, the author discusses the relation between the social function and the mass work so as to deepen the understanding of it from the respect of promoting the party building. He holds the idea that the party’s function of interest expression and social integration is the theoretical base in which the CPC represents the fundamental interests of the masses. The leading function is the base of the thought line, which is relating closely with the mass, coming from the mass and going to the mass. Party policy-making function, social coordination function and mass work are complementary and indispensable. In the second chapter, the paper studies the party’s historical experience to the masses work during the Democratic Revolution. In the democratic revolution, the most important issue is to pay attention to the party’s vital interests of the masses, to guarantee the basic interests of the needs of the people, taking full advantage of party organizations, play the exemplary vanguard role of party members. In the third chapter, the paper discusses the party since the founding of the people’s inheritance and development work. Communist Party of China are always adhere to the Marxist view of the masses, and actively explore innovation in practice, and gradually formed and enriched the concept suitable for China’s masses in terms of revolution or construction period. Since the founding, the Communist Party of China has always put the people’s interests first, realize, safeguard and develop the fundamental interests of the masses, while strengthening party building, and efforts to resolve the outstanding issues of social and party organizations. Party building work increasingly comprehensive, and quality of party members and the ability to increasingly improve. In the fourth chapter, the author explains the outstanding problems and challenges which is faced in the mass work during the new era, and proposes some thoughts about the current situations and development. In the fifth chapter, Based on the previous two periods of historical research and theoretical summary, the Communist Party of China to overcome the difficulties faced by the current mass work, do mass work to explore and measure the path from the main groups of people concept, target mass work and mass work.
