Leading cadres at all levels the Communist Party of China are the main leaders and organizers in national and social development, as well as direct framers and chief executors of national policies, whose ideological and political qualities have direct influence on the image of the CCP and the government, along with the success and failure of the CCP and the national enterprise. The ideological and political qualities have always been the main route in increasing the leading cadres’ thought qualities, and promoting the construction of Party members and cadres, which is one of the most important parts in CCP’s construction. The problem of ideological and political education of leading cadres is of critical importance, not only about simply cultivating, increasing and transforming cadres’ abilities and cultural abilities, but about social harmony, national stability and welfare, survival and extinction of the governing party. At the new period, the changing conditions of society, nation and the party, have come up with higher requirements in enhancing and improving governing capacity, as well as the ruling culture of the leading cadres. Thus, studying and investigating the ideological and political qualities, the pertinence, scientific value and timeliness on the education of the leading cadres, is of vital academic and practical values in increasing the ruling capacity and leadership, furthering the social change and socialist modernization, actualizing the full scale of country’s welfare, and the great rejuvenation of the Chinese nation.This article studies from the angles of theory and practice, based on the "putting forward questions, analyzing them and solving them" thinking logic, analyzes the ideological and political education systematically. Firstly, it illustrates the connotation, basic characteristic and utmost significance, setting conceptual and logical basis for the whole essay. Secondly, it analyzes where the theories of cultivating the cadres originate and the CCP’s contribution to the educational theories, and observes the practical course of educational theory on theological and political education at different periods, laying theological basis and practical base for following passage. Besides, by combining social investigation and individual case, it has stated out the achievement already done, along with major problems remaining, using systematical logic thinking, examining from market economy, ideology and culture, inside corruption, political system, official morality evaluation, education itself and so on, to seek and find what causes and affects the validity of the education. Furthermore, based on new changes concerning society, nation and the party, it responds to new requirements on leading cadres on theological and political education in new periods, brings up five fundamental value objects on the theological and political education, and states the where the efforts should go explicitly. In the following, the article focuses on the basic educational theory, contemporary education and working style, spirit and psychological education and so on, covering three layers and eighteen aspects, in order to enhance and improve the leading cadres’ ideological and political education. At last, this article attributes its grounds to three aspects, enhancing principle educational rules, the basic educational ideas, and setting up the main frame of education systematically in the long run, to come up with basic and efficient methods to enhancing the validity in the education. In order to enhance the educational principles, it suggests with five aspects, the union of nature of the CCP with that of the people, political nature with that of science, advancement with universality, inheritance with innovation, solving ideal problem as well as practical ones. As to the basic educational ideas, it suggests with five aspects, strengthening educational ideas, perfecting the models, innovating the teaching methods, optimizing the surrounding environment and reinforcing self-discipline, to reform and innovate present ones. When it comes to systematical education in the long view, it suggests improving educational management system, the supervising and supporting system, the assessment mechanism about cadres’political stability, in order to form highly professional, modern educators.The ideological and political education of leading cadres is both the party’s major strategic project which strengthens the construction of its own, and is a system engineering which contains the requirements for theory and the practice to innovation. Article tries to reflect the following aspects:Firstly, after combing the development track of the theory of the ideological and political education of the party’s cadres, the new idea is put forward and it clarifies that the ideological and political education of the cadres of CCP is the science of structuralism theory system. Secondly, after reviewing the practice course of the ideological and political education of the party’s cadres, and on the base of analysis about historical experience and lessons of it, there are nine points which contain that education must insist on achievements of Chinese style of Marxism as the instruction. Undoubtedly, it will guide theoretical research and practical exploration of the ideological and political education of the party’s cadres in the new period. Thirdly, after combining the new changes and new requirements of the situation of word and country and party, it must find the new direction to the ideological and political education of the party’s cadres in new situation. And it puts forward five target of the ideological and political education of the cadres (Firming communist ideal and faith; maintaining and developing the advanced nature and purity of the party; Enhancing the awareness of being as the public servant who establish the party for public and rule for people; Enhancing the party’s consciousness, ruling consciousness, overall situation consciousness, responsibility consciousness; Strengthening suffering consciousness, innovative consciousness, objective consciousness, sense of mission). Last, Theory must be with practice, and it put forward that the scientific nature and effectiveness of the ideological and political education of the party’s cadres must be enhanced in the new period. It not only starts from the basic principles and the basic idea of education, but also from the system, supervision, evaluation which is suitable for education. It makes effort to integral form a complete set and rigid constraint of institutional mechanisms so that a feasible, effective and scientific works of long-acting mechanism can be built systematically.
