Research On Potential Measurement Of National Economy Mobilization Center

National economy mobilization centers are organizations built with three goals whichare the national economy mobilization preparation under normal conditions, thenational economy mobilization implementation under crisis conditions and theradiation and diffusion of bases in the process of implementing the national economymobilization. The measure research on the National economy mobilization centers’potential, can deepen the understanding of the formation mechanism of nationaleconomy mobilization potential, enrich and perfect the theory of national economymobilization potential, and promote the comprehensive development of nationaleconomy mobilization in the aspect of theory. Besides, in the aspect of practice, thisresearch has a positive effect on exploring the measurement of national economymobilization center potential and providing feasible solutions for the contradictionbetween the supply and demand of mobilization products and resources in crisis statein order to achieve optimal social and economy resource allocation and promote thedevelopment of national economy mobilization work.This paper has made the following innovative researches, and the correspondingresearches’conclusions and achievements are shown as below.First, National economy mobilization potential is a vital part of the National economymobilization theory. From the perspective of the relationship between potential,pressure and ability of National economy mobilization, the concept of nationaleconomy mobilization potential is defined and expounded. Based on the discussion ofthe National economy mobilization’s pressure source, this paper gives an in-depthanalysis of mechanism which pressure acts on the potential release, emphaticallydiscussing how pressure influence on national economy mobilization potential, andmaking an all-round and systematic analysis of pressure. The National economymobilization potential regarded as a function of national economy system is analyzedon the basis of the national economy’s specific components, enriching the theory of national economy mobilization.Second, the detailed analysis of national economy mobilization centers which are thetypical organization form of national economy mobilization is expanded with thebreakthrough point of national economy mobilization centers. Based on theclassification of national economy mobilization centers with the rule of their differentfunctions, the necessity of the measure research on national economy mobilizationcenters’ potential is stated through analyzing their different sources and influencefactors. And combined with the characteristics of the national economy mobilizationcenters, the national economy mobilization centers’ potential measure theory isproposed for the first time based on the system dynamic method. This work lays thefoundation for the comprehensive and systematic analysis of the whole nationaleconomy mobilization potential.Third, According to the difference between industries or specific enterprises which arerelied by national economy mobilization centers, the scenarios of different types ofnational economy mobilization centers are built using the “scenario-deal with”method. Then Combined with the demand life cycle theory and the relatedcharacteristics of the national economy mobilization activities, different types ofnational economy mobilization centers’ systematic models are constructed with thepurpose of spending shortest time to accomplish mobilization tasks. Next usingqualitative analysis method, the relationship and influencing factors of causalitybetween the indexes of three different types of national economy mobilization centerpotential systems are described. Then the cause and effect diagram model and flowdiagram model of the three types of national economy mobilization centers’mobilization potential system are obtained on the basis of the different business flowsand different functions of each type national economy mobilization center.Forth, three different types of national economy mobilization centers are chosen toresearch the potential measurement applying the iThink computer simulation software platform. According to the internal and external factors affecting the potential releaseof national economy mobilization centers, the measure results are sorted and analyzedfrom high to low utilizing the two innovative indexes, elasticity and measurecoefficient of mobilization potential. By the above achievement basis, the relatedpolicies and suggestions which are specific and easy to be manipulated are putforward for the potential construction and management of different types of nationaleconomy mobilization centers respectively. This work may provide scientific andeffective supports for the competent departments of national economy mobilization innational economy mobilization center construction and management decision-makingcases.
