In recent years,various kinds of emergencies in our country have occurred frequently,causing major losses to people's lives and property.Party Central Committee and State Council attach great importance to emergency management and continuously strengthen the construction of our country's emergency management system.We have initially formed an emergency management system consisting of “one case and three systems”.In 2018,Ministry of Emergency Management was established.Emergency materials are the basic resources to support emergency management.The supply of emergency materials directly affects the effectiveness of emergency response.Therefore,the National Emergency Management “Twelfth Five-Year Plan”clearly states that “it is necessary to strengthen the construction of emergency materials support capabilities”.Emergency material protection runs through the entire process of emergency management,involving the use of emergency materials reserve,emergency material production and other supply chain links.Therefore,the mobilization process of emergency materials has the characteristics of chain.The demand for emergency materials has the characteristics of “low demand in daily life,large demand in emergencies,and unpredictability”.Only by constantly increasing the extraordinary supply capacity of emergency materials can we meet the mobilization needs when an emergency occurs.This dissertation takes the major requirements of national emergency management as the traction and aims at the problem of abnormal supply of emergency materials.The research goal is to provide extraordinary supply capacity of emergency materials.The entry point is to complete the task of mobilizing production support for emergency materials.The dissertation studies the construction and optimization theory of emergency materials mobilization chains(EMMC),and focuses on the construction and optimization of supply subchain of EMMC(SSEMMC)that is responsible for the completion of emergency materials mobilization production support tasks,and analyzes the case of support activities of portable dwellings after Wenchuan earthquake,verifying the applicability of SSEMMC construction and optimization model,in order to provide the basis for improving the emergency management and national economy mobilization theory and provide guidance to practical work.The conclusion and achievement of this dissertation mainly include the following:(1)The basic theoretical framework for the EMMC was proposed.The idea of mobilization alliances and national economy mobilization chain was introduced into the emergency materials guarantee activities,and the national economy mobilization theory was used to solve the problem of emergency materials guarantee when emergency materials were in excess of demand.The connotation,characteristics,construction goals,and constituent elements and structure of the EMMC were defined.The mode of mobilization alliances acting on the EMMC was analyzed.EMMC construction method was put forward.(2)A basic model for the SSEMMC was established.This model aims to complete the emergency materials support task with the minimum cost in the shortest time,and it is a multi-objective programming model for emergency materials production and transportation that includes multiple suppliers,multiple manufacturers,and single temporary reserve.The purpose of this basic model is to determine the optimal support plan during the preliminary construction of the EMMC,so the objective function was designed as the first-level goal with the shortest time and the second-level goal with the lowest cost.Dichotomous search improved algorithm was built and LINGO software was used to solve the basic model of SSEMMC.(3)A optimization model of SSEMMC based on dynamic changes of nodes was developed.The model considered the issue of multiple raw materials supply,focused on the impact of the decision makers' mobilization policy on the production capacity of emergency materials and aimed to complete the emergency materials support task with the minimum cost in the shortest time.It is a multi-objective programming model for the mobilization production and transportation of emergency materials including multiple types of suppliers,multiple manufacturers,and single temporary reserve.The model is to optimize the basic model from the node perspective.Given the superior performance of the non-dominated sorting genetic algorithm(NSGA-?)for solving multi-objective programming problems,The NSGA-? algorithm is used to solve the model.According to the example analysis,it shows that the algorithm can obtain a better multi-objective Pareto front.(4)A optimization model of SSEMMC based on path dynamics was investigated.The model considered the path reliability of emergency materials transported from manufacturers to the temporary reserve and the route reliability of emergency materials distributed from the temporary reserve to the affected areas,and aimed to complete the emergency materials support task with the minimum cost,the shortest time and the highest reliability.It is a multi-objective programming model for production,transportation and distribution of emergency materials covering multiple suppliers,multi-manufacturers,multi-temporary reserves,and multi-affected areas.The model is to optimize the basic model from the path perspective.Given that the NSGA-? algorithm can easily fall into a local optimum when solving high-dimensional objective functions,adaptive ranks and K-nearest neighbor list based nondominated neighborhood selection multi-objective immune algorithm(NNIA2)is introduced to solve the multi-objective problem and compared it with the NSGA-? algorithm.The example analysis shows that compared with the NSGA-? algorithm,the NNIA2 algorithm has good convergence and can get a better Pareto front.(5)A overall optimization model of SSEMMC was considered.The model was built based on the optimization model of SSEMMC based on dynamic changes of nodes and the optimization model of SSEMMC based on path dynamics,and aiming to complete the emergency materials support task with the minimum cost,the shortest time and the highest reliability.It is a multi-objective programming model for production,transportation and distribution of emergency materials covering multiple types of suppliers,multi-manufacturers,multi-temporary reserves and multi-affected areas.The model is to optimize the basic model from the whole(node and path)perspective.Given the NNIA2 algorithm's good performance in solving three objective functions,the NNIA2 algorithm is used,and the effectiveness of the algorithm and model is illustrated by examples and the case of support activities of portable dwellings after Wenchuan earthquake.
