The thesis applies the dynamic alliance theory to the National Economy Mobilization (NEM), which is based on the project of National Economy Mobilization (NEM) Simulation and Training System.The application of dynamic alliance theory to NEM makes a new theory basis for the development of NEM. Virtual enterprises can make each entity contribute to the organization at best, and then could be a effective way to enhance the national defense and economic strength.This thesis describes the conception, functions, features and benefit of enterprise dynamic alliance. According to the characteristics of NEM, we conclude that the theories of dynamic alliance are in accord with the requirement of economical and social development from three aspects: the efficiency, agility and value basis.At present, there is lots of research on NEM, based on which the definition of Mobilization Alliance is proposed. Economic and social resources could be destroyed by war and natural disasters because of the mandatory and emergency features. A new organization mode of mobilization alliance is proposed base on the existing organization modes of dynamic alliance and structural features of NEM.The thesis describes the building of mobilization alliance in detail. The evaluation system on agility of mobilization alliance is introduced with some interrelated evaluating indicators. The weight of each indicator is computed by the method of Delphi, and then the evaluation model is set up. The evaluation system is particularly useful for the mobilization alliance of goods and materials. This research provides a theory foundation for the actualization of agile mobilization.
