The modern warfare is comprehensive national strength contests based on national economy.As to a country, week economic foundation means week defense power. The national economymobilization, as the national economy the bridge and the key position which transforms to thenational defense power, continuously receives the multitudinous scholar's attention. LookedFrom the angle of system theory, mobilization capability of national economy is decided by twofactors: national economic development level and its coordination ability. This article thinks thatnational economy development level seldom changes in short time, therefore the coordinationability has more directed importance in mobilization capability of national economy.Based on national economy system, this article studied the national economy mobilization,attempted to construct the national economy mobilization coordination theory flame. In thisfoundation and with modern economics methods, this article analyzed how to mobilize and whatis the meaning of mobilization polices. The research indicated that: coordination ability isimportant in mobilization of national economy; various regions, various industries have thedifferent responsibility in the national economy mobilization, and they must cooperate with eachother to obtain maximized mobilization effect; Adjusting the industrial structure andcompression on inhabitant consumption are meaningful in mobilization of national economy, It'snot really ideally increases in investment when productive forces level is finitude.
