| Industry cluster is the core competitiveness of a nation or region, the development trend of industrial layout around the world, and an important means of regional economic development. As one of the earliest related areas after China’s reform and opening up, Bao’an District, Shenzhen has a strong competitiveness for its electronic information manufacturing industry in the country and the world. And formation and development of this industry cluster provide crucial drive force to Bao’an District’s sustained and rapid economic development. However, with the economic and social environment changing, Bao’an District electronic information industry clusters continues to confront with different problems of sustainable economic development, which urges the upgrade of it.Based on this, this paper attempts, via the research on electronic information industry in Bao’an District, to further clarify the influencing factors and mechanism of action for the formation and development of industrial clusters. Moreover, the paper analyzes the reasons beneath, and puts forwards upgrade path and policy recommendations based on the reality. It’s hoped that this paper can provide useful reference for other regions promoting the development of industrial clusters.In this paper, study on the theory of the formation, upgrades&utility of industrial clusters is made, and so is a related statistical analysis&quantitative analysis on the electronic information industry of Bao’an District and Bao’an District itself. This paper is divided into seven chapters:Chapter I is an introduction, introducing the research background, significance, research methods, the main content, and the possible lack of innovation; Chapter II is literature review, mainly reviewing the domestic and industrial cluster theory related to important research, with brief summarization; Chapter III is the basic theory for this paper, mainly carding and extending the theory of industrial clusters-industrial cluster concept, conceptual comparison, characteristics, classification, evolutionary history, etc.; Chapter IV to VII is the empirical study on the formation, upgrade and utility of the electronic information industry cluster of Bao’an District, in which Chapter V analyzes and summarizes the formation and features of the industry cluster, as well as main problems; Chapter VI is about the industry cluster upgrade analysis, which looks deep into the upgrade path, summed the Bao’an District Government’s measures to promote upgrade; Chapter VII is about of the utility analysis of industry cluster, which investigate the utility of industry cluster in the aspects of regional economic growth, industrial market performance and policy environment, based on related data; Chapter VIII is conclusion, which concludes the paper’s main conclusions, reviews inadequacy of this paper and guides the direction of the future.Based on research, this paper draws the following main conclusions:First, the leading enterprises played a key role during the formation of the electronic information industry cluster in Bao’an District, so as the village collectives in Bao’an; Second, based on the current development of Bao’an, the upgrade path for electronic information industry cluster should be transmitted from current phase of components-advantage to the one of manufacturing advantage, and then from ODM to OBM; Third, the government is an important aspect for the upgrade of the industry cluster, which to a certain degree can overcome the malfunction of market and system during the process of market cluster, by bringing together high-end elements, improving competition rules and improving service efficiency and other ways to speed up industrial clusters upgrade; Fourth, the electronic information industry cluster in Bao’an District has a positive effect on long-term stabile effect on economic growth, and it can also effectively enhance the industry’s market performance, speed up institutional innovation and improve the regional institutional environment.The main innovations of this paper may be as follows:First, getting the Malmquist productivity index by data envelopment analysis based on the date of micro-electronic information industry in Bao’an Distric, and use econometric models to empirically test the effect of industrial clusters on TFP growth, technological progress and specific technical efficiency growth, furthermore, finds out the new mechanisms that industry cluster can promote TFP growth while increase FDI basis spillovers; Second, in-depth analysis on mechanism of leading enterprises’effect on the formation and upgrade of industrial cluster, including economies of scale, chain pull effect, the demonstration effect of the brand and technology spillover effects of leading enterprises, etc.; Third, based on reality, this paper considers innovation capability of the local enterprises in Bao’an District is different from Hong Kong, Taiwan and foreign-invested enterprises, and so as the upgrade path. To foreign-invested enterprises, they have mostly already complete the process from OEM to ODM, OBM because of their strong innovation ability, so the government should focus on optimizing the investment environment as well as to undertake high-end manufacturing sector transition. To Hong Kong and Taiwan-funded enterprises, since there are many difficulties for them to create their own brands, the government should mainly support their key parts manufacturing in order to realize the upgrade from OEM to ODM, OBM. To the local private enterprises, the government should encourage them actively participate in global value chains to accelerate independent innovation and industrial upgrading.
