| Industrial cluster has become a stratagy of economic development. Industrial cluster is very important for Jiangsu province to enhance its industry competitiveness and improve its economic strength. But the problem of the industrial cluster in Jiangsu province has still not been understand and studied entirely. The healthy development of the industrial cluster needs further empirical study and policy support.Quantificational analysis of the distribution and economic effect of industrial cluster in Jiangsu province are researched in the paper with the aims to directing and rationalize the policy-making, instructing all levels of departments to implement the policy in the light of the rule of industrial cluster.Firstly, 12 types of industrial cluster and the distribution of the industrial cluster in the 13 districts in Jiangsu province are identified using indexes of location quotient and congregation index in this paper. Local Indicators of Spatial Association which is used to analyze the developing state of industrial cluster in the province in terms of district and industry.Secondly, Optimum Seeking Method for Multiattribute Decision Makings with Weights Unknown is used to evaluate the performance of the 12 types industrial cluster in Jiangsu province. And the industrial cluster of chemical industry, textile industry, IT industry which has good performance is given a in-depth analysis so as to direct establishing stratagem of industrial cluster.Thirdly, the effect of industrial cluster on the economy of Jiangsu province is analyzed by using Granger Test of Causality. The effect of industrial cluster on the economic growth is analyzed.There are Granger Causality between the industrial cluster and the economic growth in Jiangsu province. As Sunan, Suzhong and Subei differ in the congregation index, the contributions of industrial cluster in the districts to economic growth differ from each other consequently. But the congregation index is closely related to the economic growth of the province. The congregation index is positive ratio to the relation between the industrial cluster and the economic growth and to the contribution of industrial cluster to the economic growth in the districts. The effect of the industrial cluster of chemical industry and IT industry on the economic growth is analyzed. Generally, it's conclude that the industrial cluster holds the balance to Jiangsu's economic growth. Main creative points in this paper lie as following:(1) Spatial Statistics Analysis Method is adopted in this paper in order to study the development of industrial cluster in Jiangsu province. This method, mainly applied to the study of economic growth and population movement, is just suitable for analyzing the developing situation of industrial cluster in Jiangsu province, because of its typical characteristics of congregation and the geographic relevance.(2) In the study of industrial cluster performance evaluating indicators system,more accurate index system which covers more indicators, is established in this paper. It helps to accord the calculating results with the reality. This system has been proved in the process of positive research of industrial cluster in Jiangsu province. In the case of weight of performance evaluating indicators system, Optimum Seeking Method for Multiattribute Decision Making with Weight Unknown, which is different from the former study, is adopted in this paper.(3) Granger Test of Causality, which is better than regression analyze, is used in the study of relations between industrial cluster and economic growth in that this method successfully avoids phenomena of false regression. Moreover, quantitative relations with high reliability and accuracy have been attained between industrial cluster and economic growth from the angle of industry and region.
