| High-tech industry, the core of the knowledge economy, has become an important symbol to evaluate the economic development of a country and a region. To influence on the high-tech industry, the government mainly take measure through the industrial policy. Therefore, the high-tech industry policy plays a significant role in the development of high-tech industry, determining the governmental and social resources to flow into high-tech industry directly. With the further development of high-tech industry, scholars, experts at home and abroad study this economic phenomena multifaceted and from multi perspectives.Recent years, the research on policy document is increasing. Used policy text analysis method, these researches overall analyze the subject, object, theme, form and content of the policies. It is easier to comprehend the developmental and strategic orientation of specific policies as a whole; meanwhile, it can analyze, explain, adjust and predict the policies in macro. Statistically, during the period of1978to2012, Hubei provincial government has issued527policies to promote and support the hi-tech industry development. These policies created a positive social environment and system for hi-tech industry development. And they also provide Hubei hi-tech industry with policy support for the enhancement of innovation and the increase of international competitiveness. According to the process of high-tech industrial policy in Hubei, it can be divided into recovery stage (1978-1984years), the embryonic stage (1985-1989years), development stage (1990-1999years), acceleration stage (2000-2005years), intensive stage (2006-2012years).Based on this research, the author draws the conclusion as follows.Hubei high-tech industrial policy’s development shows a state of progressive and explosive characteristics. Secondly, the regional distribution of Hubei high-tech industrial policy has strong hierarchy and difference. Thirdly, Hubei high-tech industry policy structure is with strong guidance and normalization. Fourthly, the way of enacting Hubei high-tech industry policy is tentative and progressive. Fifthly, the composition of Hubei high-tech industry policy makers is with strong authority and weak coordination. The last one is that Hubei high-tech industry policy themes is with high integrity and stage progressive.The hi-tech industrial policies are in a numerous number and variety. In order to evaluate them as a whole, based on the comparison of theories and methods a bout policy value, the paper takes fuzzy analytic hierarchy process is used. The ap propriateness, fairness and Sufficiency of policy making, the firmness, creativity an d integrity of policy execution, the economic, social, innovative performance of pol icy result are used as the dimension design evaluation index system and evaluation program. The comments from stakeholders are collected through questionnaire. The overall validity score and membership of Hubei hi-tech industrial policies are calc ulated by index weight and data process, as well as the single score. The analysis indicated that the overall validity of Hubei hi-tech industry is average; the validitie s of policy making, execution and result are even.Types of policy structures can be divided into the modular structure and comp osite structure, the macrostructure and microstructure, the vertical structure and hori zontal structure, the static structure and dynamic structure, etc. Forms of policy str uctures can be divided into tower structure, tree structure, chain structure, network structure, layer structure and matrix structure. The provincial hi-tech industrial polic y can be divided into different types due to the subjects, objects, policy instrument and policy issue. Because of the multidimensional sequence and multi-level compl ex structure which is formed by diverse criteria, the relation is mutual effect and c orrelate. Hubei hi-tech industrial policies can be divided into construction policy of high-tech Industrial Park, enterprise technology innovation policy, field policy of h igh-tech industry and environmental policy of high-tech industry these four key sup port policies. In terms of the construction policy of high-tech Industrial Park, it ha s perspectiveness and exploration.In terms of enterprise technology innovation.poli cy, the emphasis of Hubei province is.the implementation of the national policies. Therefore it presents a certain regional characteristics. In the terms of field policy of high-tech industry, the policy maintained a strong coherence, the emphasis is mu ch clear. In the terms of environmental policy of high-tech industry, the main polic y is to promote the science and technology resource advantage to economic and so cial development, which is mainly embodied in the innovation way of performing.At present, a new round of global science and technology revolution is develo ping, which will drive the high-tech industry into a new record high. With the dev elopment of market mechanism, the government function should shift from the inte rvenor of economic activity into the vindicator of market competition to help mark et playing a decisive role on the allocation of resources. Xi Jinping’s survey in Hu bei stressed that "we must accelerate the implementation of innovation development strategy. And the scientific and technological innovation provides strong support fo r the transformation of economic development mode and adjusting economic structu re, Hubei should strive to be at the forefront of the country in the transformation of economic development mode". Under the new era, Hubei Province high-tech ind ustry policy has to meet the need of economic development transformation and go vernment function. We should pay further attention to the function that industrial p olicy affects on the optimization the environment of industrial development, the car rier of construction industry development, the improvement of enterprise technology innovation ability, the promotion of production-study-research cooperation ability a nd the enhancement of social innovation ability.
